Unleash resources from public-private partnership

For the first time, the northern border mountainous region has simultaneously deployed two highway and road projects with a total investment of up to nearly 1 billion USD in the form of public-private partnership Also known as PPP. These are projects that have been approved for investment policy more than 3 years ago but have not been able to execute construction due to lack of capital.

Up to this point, the commitment on capital sources for both projects has been agreed by all three parties, namely the state, investors and credit institutions. Accordingly, the Huu Nghi – Chi Lang route is 43 km long, with an investment of about 10,000 billion VND, and the Dong Dang – Tra Linh route from Lang Son to Cao Bang is 121 km long, with an investment of more than 13,000 billion VND.

According to the capital structure of the Huu Nghi – Chi Lang expressway project, the state capital will be 5,000 billion VND, the investor’s capital is 1,500 billion VND and credit loans are more than 3,500 billion VND. As for the Dong Dang – Tra Linh expressway project, the state capital is 6,580 billion VND, the investor’s capital is more than 1,200 billion VND and other mobilized capital is over 5,300 billion VND.

Attracting investors to participate in a public-private highway project with a capital of nearly 1 billion USD in the northern mountainous border area shows that the opportunity to reopen non-budget capital is not an opportunity. too hard.

The decisive issue lies in the sharing of all three parties: the state, investors and credit institutions. This will also contribute to the completion of the set plan that by 2030 the country will have about 5,000 km of highways.
