According to the initial investigation results, due to illegal spending on many items and in order to have money to “make up” Mr. Hoa and Mr. Khuong had “falsified” 16 sets of payment documents, causing damage to the State’s assets. nearly 1.1 billion VND.

Specifically, in 2019 and 2020, Mr. Hoa and Mr. Khuong spent a total amount of VND 602 ​​million, which did not comply with internal spending regulations.

And in order to have money to “offset” the expenses contrary to the above regulations, in October 2020, Mr. Khuong “falsified” 16 sets of payment documents with a total amount of more than 1.4 billion VND (including 4 records of payment for officials going on business trips, 2 records of payment for reception of guests, 10 records of payment of repair fees).

These illegal documents were then signed by Mr. Nguyen Trong Hoa for approval.
