The Politburo stipulates 4 key leadership positions of the Party and State

According to the Politburo’s regulations, the General Secretary, the President, the Prime Minister and the President of the National Assembly are the key leadership titles and positions.

Standing Secretary of the Secretariat Vo Van Thuong has just signed and promulgated the conclusion of the Politburo on the list of titles, leadership positions and equivalents of the political system from the central to the grassroots.

According to the Politburo’s conclusion, there are 3 groups of titles, leadership positions and equivalents of the political system from the central to grassroots levels.

One is, group of titles, key leadership positions and senior leaders of the Party, State and Fatherland Front. In which, the General Secretary, the President, the Prime Minister, and the President of the National Assembly are 4 key leadership titles and positions.

Senior leaders of the Party, State and Fatherland Front include: Standing Committee of Secretariat; Politburo Commissioner; Member of the Secretariat; Chairman of the Central Committee of the Vietnam Fatherland Front; Chief Justice of the Supreme People’s Court, Director of the Supreme People’s Procuracy, Vice President, Deputy Prime Minister, Vice Chairman of the National Assembly.

Two isgroups of titles and positions under the management of the Politburo and the Secretariat. Titles and positions under the management of the Politburo are divided into 3 levels.

Level 1 includes: Full-time Central Committee member (which position an alternate Central Committee member is currently holding will be determined to have a hierarchical position and enjoy regimes and policies according to the position he or she is working in); Head of the Party Committee at the Central Committee; Director of Ho Chi Minh National Academy of Politics; Editor-in-Chief of People’s Newspaper, Editor-in-Chief of Communist Magazine; Member of Standing Committee of the National Assembly.

Level 2 includes: Ministers and heads of ministerial-level agencies; Chairman of the Office of the President; Total state audit; Head of the socio-political organization at the central level; Vice Chairman – General Secretary of the Central Committee of the Vietnam Fatherland Front; Secretary of the Provincial Party Committee, Party Committee, Party Committee of the block under the Central Government; Deputy Secretary of Hanoi Party Committee, Deputy Secretary of Ho Chi Minh City Party Committee; Chairman of People’s Council, People’s Committee of Hanoi and Ho Chi Minh City; Vice Chairman of the Central Inspection Committee.

Level 3 includes: President of Vietnam Academy of Social Sciences; President of Vietnam Academy of Science and Technology; Chairman of the Committee for Management of State Capital at Enterprises: General Director of Vietnam News Agency; General Director of Radio Voice of Vietnam; General Director of Vietnam Television Station.

The titles managed by the Secretariat are also divided into 3 levels.

Level 1 includes: Deputy heads, Party organs at the Central Government; Deputy Director of Ho Chi Minh National Academy of Politics; Deputy Editor-in-Chief of the People’s Newspaper; Deputy Editor-in-Chief of Communist Magazine; Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Vice Chairman of the Ethnic Council; Vice Chairman of Committees of the National Assembly; Vice Chairman of the Office of the National Assembly; Deputy Chief Justice of the Supreme People’s Court: Deputy Director of the Supreme People’s Procuracy.

Level 2 includes: Deputy ministers, deputy heads of ministerial-level agencies; Vice Chairman of the Office of the President; Deputy State Auditor General; Deputy heads of socio-political organizations at the central level; Standing Secretary of the Central Youth Union; Deputy Secretary of the Provincial Party Committee, City Party Committee, Party Committee of the block directly under the Central Government; Chairman of People’s Council, Chairman of People’s Committee of provinces and centrally run cities; Member of the Central Commission for Inspection; Director of National Political Publishing House Truth; Chairmen of mass associations assigned by the Party and State at the Central level; Assistants to key leaders of the Party and State; Permanent Assistant to the Secretariat.

Level 3 includes: Director of the Institute for Legislative Studies under the National Assembly Standing Committee; President of Vietnam National University, Hanoi, Director of Vietnam National University, Ho Chi Minh City; General Director of Vietnam Social Insurance; Head of Management Board of Ho Chi Minh Mausoleum; Chairman of the National Financial Supervision Commission; Vice Chairman of the Committee for State Capital Management at Enterprises; Judge of the Supreme People’s Court, Procurator of the Supreme People’s Procuracy.

Three isgroups of titles and positions in the category of committees, party organizations, leaders of agencies and management units.

This group includes the following levels: Director General and equivalent; Deputy Director General and equivalent; Director and equivalent; Deputy Director and equivalent; Head of Department and equivalent; Deputy Head of Department and equivalent; commune, ward and township officials.

The Politburo requests, all levels, party organizations, agencies and units directly under the Central Government to thoroughly understand and implement the Politburo’s conclusions; is responsible for continuing to review and arrange titles and positions according to management decentralization to ensure synchronization and consistency with the list promulgated by the Politburo.

At the same time, ensure the inheritance and stability of the organizational apparatus, only adjusting the positions that are really unreasonable or have not been arranged; If a person holds many positions, the highest position will be used to determine the leadership title.

The Central Military Commission and the Central Public Security Party Committee shall develop a project on a list of titles and positions of leadership, management and command in the People’s Army and People’s Public Security, ensuring that they meet the requirements and tasks of the People’s Army. Army, Police; synchronized, consistent with titles, leadership positions and equivalent in the political system. The Central Organization Department shall coordinate with relevant agencies in appraising and submitting to the Politburo for consideration and decision on this content.

The National Assembly Party Committee, the Government Party Personnel Committee and related agencies develop and perfect the legal system and policies on working positions, the number of titles and positions of officials and the salary table of the same position.
