The project will provide necessary equipment for the development and use of earth observation satellites in Hoa Lac, Hanoi, promote the use of data obtained from satellites, and support the improvement of capacity for staff to operate and maintain equipment. The Special Provisions for Economic Partnership (STEP) are applied to the ODA loan for this project. The project will apply Japanese synthetic aperture radar satellite technology with low cost, high performance, compact size, low cost and can deliver satellite images in a short time. This technology will contribute to the development of the operating system and satellites equipped in the project along with the launch of earth observation satellites.

STEP is an acronym for “Special Terms for Economic Partnership”. This provision applies to projects that need to make substantial use of Japanese technology and technical know-how based on the requirements of developing countries for the use and transfer of advanced Japanese technologies. Japan.

The basic condition of STEP loan is that the main contractor will be a Japanese company, or a branch of a Japanese company in a foreign country, or a joint venture between a Japanese company and a Vietnamese company (Japanese company stands joint venture), whereby a Vietnamese company can participate as a member of a Japan-Vietnam joint venture or as a subcontractor.

Under certain conditions, a joint venture between a Japanese company and a Japanese equity company (the Japanese company leading the joint venture) may be the main contractor.
