Ho Chi Minh City wants to increase the norm of public cars

Due to the lack of cars for work, the city proposed the Ministry of Finance to increase the norm by one more vehicle per unit compared to current regulations.

The proposal was stated by the People’s Committee of Ho Chi Minh City in an urgent dispatch to the Ministry of Finance on May 24 on standards and norms for using public vehicles, in order to ensure the transportation needs of leaders of departments and localities.

Specifically, the city proposes that each department, branch and district-level People’s Committee can have a maximum of two cars, especially the Office of the People’s Committee of Ho Chi Minh City is 4 cars. Offices of People’s Councils, People’s Committees of districts and districts are granted a maximum of three cars. Thus, each unit is proposed to increase one vehicle compared to the current norm.

According to the city, the current structure of specialized agencies is one director, four deputy directors, or one president and three vice presidents, but only one car will be passive. In case of car rental, many times do not respond in time.

In addition, the City People’s Committee and specialized agencies have a very large workload, a lot of meetings, inspection and supervision, and need a car to travel. There are times when unit leaders have to attend many events in different places.

Currently, Ho Chi Minh City has 22 People’s Committees of districts, cities; 20 specialized agencies (departments, branches) under the People’s Committee of Ho Chi Minh City; and 12 specialized agencies under the People’s Committees of districts and districts.

Standards and norms for using official vehicles are specified in Decree 04/2019. The Ministry of Finance is re-evaluating the implementation of the decree to propose amendments to meet working needs, ensuring savings and efficiency.
