According to the indictment, from 2011 to December 2014, 6 groups of corporate customers (including: Truong Nguyen owned by Le Tung Huy, the company group South of Hau River owned by Nguyen Hung Cuong, company group And Do owned by Nguyen Thanh Hung, the company group Indochina Steel owned by Trinh Minh Tu, the company group Tay Do Mechanical owned by Vu Minh Tuan, the company group Ocean Travel owned by Vo Vu Binh) has a loss-making business and has no money to pay due principal and interest to VCB Tay Do, so the owners of the above-mentioned business groups proposed Nguyen Minh Chuyen to freeze debts, delay debts, and sell assets. to repay the debt.

However, due to fear of arising bad debts, affecting the credit rating of VCB Tay Do, directly affecting personal reputation and knowing that the debt reversal has not yet been regulated specifically for handling, Nguyen Minh Chuyen proposed and was approved by Nguyen Hung Cuong (Chuyen’s younger brother, owner of Nam Song Hau customer group) to accept Vinh Nguyen Company; incurred a debt of 146.5 billion VND of Vinh Nguyen Company, and supported the investment of 43.2 billion VND in Truong Nguyen Company, belonging to the group of Truong Nguyen customers owned by Le Tung Huy.

At the same time, Nguyen Minh Chuyen suggested that Nguyen Hung Cuong, Le Tung Huy, Nguyen Thanh Hung, Vuu Minh Tuan, Trinh Minh Tu establish new companies or use legal entities that do not have a credit relationship at VCB Tay Do for loans. . The loan is used to repay the old contract (actually a debt reversal) and partly for the enterprise to use to maintain production and business activities.

At VCB Tay Do’s briefings, Nguyen Minh Chuyen directed his subordinates to “support” groups of corporate customers to get loans at VCB Tay Do, who did not comply with the lending regulations of the State Bank of Vietnam. In this case, Chuyen was identified as the mastermind and leader. As Director – Chairman of VCB Tay Do Credit Council, in order to hide bad debts of 6 groups of businesses, Nguyen Minh Chuyen made illegal agreements with businesses, providing loans to reverse debts, partly used for production and business, although the enterprises are in a state of loss-making business, unable to repay their debts.

To facilitate loans for these groups of businesses, Nguyen Minh Chuyen directed Tran Anh Huy, other defendants and related subjects to violate lending regulations, creating conditions for 33 companies in 06 groups enterprises borrowed capital at VCB Tay Do, reflected in over 38 credit contracts, causing a loss of VND 278,561 billion to VCB.
