Supporting the policy of establishing inspectors at the general department, the President said that in state management, there must be an inspector. At the general department level, the Department is the state management agency, with a division to perform this function. However, the apparatus needs to be compact and efficient.

Confirming the inspection team is very important, but the State leader wondered why some cases the inspection team could not solve? Is it because the delegation was too easy to contact the inspected units, so it was difficult to detect the big problem? “The inspection team is loose, simple, and it is not allowed to freely exchange; it must have its own mechanism for living, eating, and having its own information,” the President said, and proposed to ensure the independence of the auditees. investigation could not “enjoy” the cadres.

Delegate Pham Khanh Phong Lan said that the departmental inspection force is only enough for internal anti-corruption inspection, and there are only a few cases from time to time. Meanwhile, there are clinics, medical facilities, and pharmacies that have “never seen an inspector” for more than 20 years. District and district inspectors are also very few, so localities rely a lot on inter-sectoral inspectors, but this force has limited expertise. Therefore, she suggested that the district inspectors should not be abolished, but need to recalculate the staffing.

Obviously this form is not practical,” she said.

The current Law on Inspection was passed by the National Assembly in 2010. At this session of the National Assembly, delegates will consider and give their first opinion on the revised Inspection Law bill.
