Disbursement of traffic projects is slow due to unsatisfactory contractor selection and construction

The Ministry of Transport said that there are still 9 projects invested by the Ministry of Transport or as an investor whose disbursement results have not met the requirements.

Specifically, these projects are divided into 3 groups that are slow in disbursement due to slow contractor selection (2 projects) including transport connections in the northern mountainous provinces (Project Management Board 2); Tan Van – Nhon Trach project (My Thuan Project Management Board). Disbursement is slow due to completion of internal documents, which is the Tan Son Nhat airport runway project managed by the My Thuan Project Management Board.

The project was slow to disburse due to the unsatisfactory construction progress (6 projects) including Dien Chau – Bai Vot managed by Project Management Board 6; (2 projects under My Thuan Project Management Board (My Thuan – Can Tho, route connecting National Highway 91 and Long Xuyen City bypass), National Highway 279B – Dien Bien Department of Transport, National Highway 21B The Cho Dau – Ba Da section is managed by the Ha Nam Department of Transport, and the National Highway 15-subproject 3 project is managed by the Thanh Hoa Department of Transport.

To ensure allotment and disbursement of the assigned 2022 plan, the Department of Planning and Investment (MOT) requests investors and project management units to develop detailed implementation plans for all projects. new start-up project.

At the same time, the investors must have a specific plan according to the progress milestones for completing procedures and investment implementation, including the expected capital demand in 2022, corresponding to the progress milestones, and soon submit it to the management. The Ministry approves, serves as a basis to urge and evaluate the implementation results for each project and overall administers the investment capital plan in 2022 assigned by the Prime Minister.

Also according to the Department of Planning and Investment, the investor and the project management board speed up the progress of the projects being implemented; reviewing and proposing additional needs to the 2022 plan for ongoing projects from the ministry’s unallocated capital in 2022 and must ensure that the 2022 plan is fully disbursed after adjustment.

For new construction projects, which are expected to use the capital plan in 2022 but have not yet completed the procedures for approving investment projects, the units shall base themselves on the progress of completing procedures and the results of the review. needs to use capital in 2022 to propose harmonization and adjustment from the assigned annual plan to other projects of the unit.

According to the registered plan by the investors/project management board, in June 2022, the Ministry of Transport has to disburse about 3,950 billion VND; accumulated until the end of June 2022, disbursed VND 19,030 billion, reaching about 37.9% of the plan assigned by the Prime Minister and 44% of the plan assigned by the Minister of Transport.

The Department of Planning and Investment (Ministry of Transport) said that in order to achieve the above goal, leaders of the units should pay attention to directing and speeding up the implementation progress and disbursement in the remaining large planned projects. especially at key projects, projects

In addition, it must be completed in 2022 such as the North-South expressway phase 1 (need to disburse VND 1,740 billion); My Thuan – Can Tho expressway (140 billion VND); Noi Bai and Tan Son Nhat airport projects (160 billion VND); urgent railway projects (174 billion VND); Tan Van – Nhon Trach expressway (370 billion VND); Project Connecting the Central Highlands (126 billion VND).

Regarding the medium-term public investment plan for the 2021-2025 period, the Ministry of Transport plans to invest in 66 new construction projects.

Up to now, 48/66 projects have been approved by competent authorities on investment policies, including: 1 national important project (investment project on construction of North-South East-East expressway in the period of 2021 – 2025. ), 2/9 projects of group A (Rach Mieu 2 bridge and Cao Huu – An Lanh expressway) and 45/53 projects of groups B and C.

Among the projects that have been decided on investment policies, 14 projects have been approved, including: Rach Mieu bridge project; Project to upgrade national highway sections: National Highway 32 Phu Tho, National Highway 12 Quang Binh, National Highway 7 Nghe An, National Highway 2 Tuyen Quang, National Highway 31 Bac Giang; National Highway 1 and Tam Ky Bridge; National Highway 1 through Binh Dinh, National Highway 26 Khanh Hoa.

Along with that are the projects: investment in bypassing Cao Bang city, the project of building a new offshore search and rescue ship; Satellite station Cospas Sarsat; Invest in 2 ships for inspection at sea and the project of upgrading Nha Trang – Saigon railway.
