The Hanoi People’s Committee is the planning organization. The planning agency is the Hanoi Institute for Socio-Economic Development Research. The planning consultancy unit will be selected by the organization in accordance with the law on bidding.

According to the plan, the city assigned the Hanoi Institute for Socio-Economic Development Research to chair and coordinate with the Department of Planning and Investment, the Department of Planning and Economics, the Hanoi Institute of Construction Planning and other city departments and agencies, and the People’s Committees of districts. , the town deploys the work planning Capital.
