Ministry of Transport: Ho Chi Minh City needs to hand over the Ben Luc – Long Thanh expressway completely
Accordingly, the Ministry of Transport (MOT) has just issued Official Letter No. 5005/BGTVT – CQLXD to the People’s Committee of Ho Chi Minh City requesting to speed up the site clearance for the Ben Luc – Long Thanh Expressway Construction Project.
Ben Luc – Long Thanh Expressway (passing through Long An, Ho Chi Minh City and Dong Nai) was started in July 2014. Total investment capital in phase 1 is 31,320 billion VND, including loans from the Japanese Government and Asian Development Bank (ADB). The project is expected to be completed in 2018, but has only completed more than 76% of the volume and has stalled since 2019 until now. The reason for the project’s delay is that it has not been completely resolved to determine the governing body, the authority to decide on investment and the public investment capital plan.

Currently, the Ministry of Transport and the project investor, the Vietnam Expressway Development Investment Corporation (VEC), are drastically directing the units to urgently restart construction in May 2022. to complete the project by the end of 2023 according to Decision No. 1131/QD-TTg dated July 27, 2020 of the Prime Minister on adjustment of project investment policy and Decision No. 1471/QD-BGTVT dated 31/ 7/2020 of the Ministry of Transport on approving adjustment of investment projects, in which, striving to complete the traffic passage through Ho Chi Minh City in 2022.
However, although VEC has advanced capital to carry out the site clearance work for the locality, so far the site clearance work in the section through Ho Chi Minh City is still entangled with 30 cases that have not yet been compensated. handing over the site (Binh Chanh district has 17 cases/about 1.93 ha of ground left for construction; Nha Be district has 13 cases/about 0.27 ha of ground left to relocate 03 high-voltage power lines) .
As the longest and largest expressway project in the South, the Ben Luc – Long Thanh Expressway has a great impact on the socio-economic of Ho Chi Minh City and the Western and Southeast provinces. Once put into use, it will connect traffic in the Mekong Delta and the Southeast region, directly connecting to many seaport systems and especially Long Thanh International Airport. The total investment of phase 1 is about 31,320 billion VND, started in July 2014, expected to be completed in 2020.
