On May 27, in Quang Ninh, the Ministry of Information and Communications held a training conference on PAR in 2022 for nearly 100 students who are representatives of leaders and officials working on PAR in agencies. units in the Ministry.

For the training to be effective, Ministry of Information and Communications invited an expert on PAR, Mr. Pham Minh Hung – Director of the Administrative Reform Department (Ministry of Home Affairs), Chief of Office of the Government’s PAR Steering Committee, to directly impart knowledge of PAR and answer problems for the public. cadres, civil servants and public employees of the Ministry.

Through the training session, cadres, civil servants and public employees will be informed by experts on the basic contents of PAR, especially major orientations on PAR in the coming period, skills and expertise in implementing PAR and lessons learned and solutions to improve the effectiveness of the PAR of the Ministry of Information and Communications in general and agencies and units in particular.

Talking to students from an online bridge, Deputy Minister of Information and Communications Nguyen Huy Dung emphasized that administrative reform is an indispensable and objective need of all administrations in each historical period. Currently, PAR work is identified by the Party and State as one of the key political tasks and a breakthrough in the development of the country.

Resolution 76 dated July 15, 2021 of the Government promulgating the State PAR Master Program for the 2021 – 2030 period stated: “Public reform must be associated with awareness raising, innovative thinking and creative action; renew working style, modern management method, on the basis of promoting digital technology application, implement digital transformation in the activities of state administrative agencies; make effective use of scientific and technological achievements and advances, especially those of the Fourth Industrial Revolution”. “This shows that the responsibility of our Ministry is very great in this administrative reform”Deputy Minister Nguyen Huy Dung said.

On May 25, the Government’s PAR Steering Committee held a meeting to announce the PAR index for 2021 of ministries, branches and localities. The PAR index of the Ministry of Information and Communications increased by 1 rank compared to 2020, from 10th position to 9th position. In which, the administrative modernization index ranked first, and 3 other sector indexes increased in rank compared to the previous year. with 2020.

“In the context that the ministries are very determined in improving the index ranking, the scores between the ministries are very close, this result is the great effort and effort of the agencies and units under the Ministry, especially the units assigned to be in charge and monitor the field”Deputy Minister Nguyen Huy Dung commented.

However, Deputy Minister Nguyen Huy Dung also pointed out that, with the mission to lead the national digital transformation, with the responsibility to guide ministries, branches and localities in linking digital transformation with PAR, the results have been achieved. on all 6 areas of PAR of the Ministry of Information and Communications, including institutional reform; administrative reform; public finance reform; reform of the state administrative apparatus; reforming the civil service regime and building e-Government, the digital government is not really commensurate, there are still many limitations.

The limitations are due to many reasons, both objective and subjective, but one of the first and most important reasons is the awareness and responsibility for implementing PAR in some agencies and units, especially those in charge. incomplete head.

According to the Deputy Minister, in order to improve the annual PAR index as well as the quality and effectiveness of PAR of the Ministry of Information and Communications, the Ministry has implemented many solutions. However, the units have not yet identified PAR as a common task that each individual and each organization must join hands to implement to achieve the highest results.
