It is known that the FAM – Kon Tum High-Tech Agriculture Project is surveyed and invested by FAM Agricultural Products Import-Export and Production Joint Stock Company (a subsidiary of FLC Group). The area of ​​survey, research and investment project is more than 155ha in Dak Long commune (now in Mang Den town), Kon Plong district. The reason for the withdrawal is that the survey period has expired but the investor has not yet reported or proposed further.

As for the FLC Mang Den golf course, tourism, entertainment and urban complex project, surveyed, researched and invested by FLC Group Joint Stock Company. The area of ​​survey, research and investment project is 667ha in Mang Den village, Dak Long commune (now in Mang Den town), Kon Plong district. The reason for withdrawing the project is to attract investment after the general planning of Mang Den town and the construction master plan of Mang Den tourist area is approved, ensuring the conditions for project identification.

In Kon Tum, FLC Group is building a project of a commercial complex, entertainment services and townhouses with an area of ​​over 179,677m2 in Truong Chinh ward (Kon Tum city).

Notably, in the inspection conclusion No. 222 of the Government Inspectorate, it pointed out a series of mistakes in construction investment management for a number of off-budget capital projects. Including the above project.

Specifically, according to the inspection conclusion, the Provincial People’s Committee’s assignment of the Provincial Land Fund Development Center to perform the task of selling properties on land and transferring land use rights in the form of auctions violated the Law on Management and Use of Property. labour.

On July 18, 2019, Kon Tum Provincial People’s Committee approved the auction winning result and issued a decision on the sale of public property to the only person who registered to buy. At the time of inspection (August 2020), FLC Company did not fulfill its financial obligations including: The debt won the auction more than 204 billion VND, late payment from September 4, 2019 the amount 98.3 billion VND 204.6 billion, late payment from 4/11/2019. On September 16, 2020, FLC only paid the above winning amount and the late payment fine was nearly 21 billion VND. This is a violation of the asset auction regulations and property purchase and sale contracts, but the Provincial People’s Committee has been resolute and drastic in handling the cancellation of auction results.

While the investment project has not been completed, the Kon Tum Provincial Land Registry Office has advised to issue a certificate of land use rights, ownership of houses and other land-attached assets, arbitrarily separate the area. area of ​​more than 71,668m2 into 474 plots (including 472 adjacent lots, villas and 2 commercial lots) and separately issue certificates of land use rights, ownership of houses and other land-attached assets for FLC with a period of time. long term is not in accordance with the provisions of the Land Law 2013.
