Many tragic accidents related to elevator incidents have occurred. Including the crash of a cage hoist in early 2021 at the construction site of the headquarters of the Nghe An Department of Finance, killing 3 people and seriously injuring 8 others. The cause of the incident was that the Company did not have the authority to inspect, but still provided inspection services, so it did not detect the errors of the hoist and the catastrophic consequences occurred.

Currently, there are no exact statistics on the number of families using elevators and installing more in the house. However, according to a representative of the People’s Committees of many wards of Hanoi, the number of families installing more elevators is quite large, especially with adjacent houses and tube houses 4-6 floors high for convenient living and maximum exploitation of the area. area of ​​the house when renting.

Do Thi Nhung, a member of the apartment management board in Nam Tu Liem district, said that for apartments, technicians come to maintain the elevator system every month. Elevator maintenance fee is taken from the maintenance fund of the apartment. Each time of maintenance, the Management Board will notify residents to use another elevator during the maintenance period.

“Elevator is an important device that affects people’s daily life and lives, so it is always paid special attention. However, in some cases of unexpected problems, the maintenance unit is still there to handle it in a few hours.” Nhung shared.

Contrary to apartment elevators, elevators in individual houses are almost unmanaged. A representative of the Hanoi Department of Construction said that when granting construction permits for individual housing projects, there is no license for elevators. Because the elevator is just a construction device that is not in the list of construction permits. Currently, elevators are regulated on inspection by the Ministry of Labour, Invalids and Social Affairs.

A representative of the Hanoi Department of Labor, War Invalids and Social Affairs said that after the fatal elevator accident on Kim Ma Street happened, the Department’s Inspector had set up an inspection team to investigate this incident. After the results are available, the press agency will be informed.

According to regulations, elevators belong to the list of machines, equipment and materials with strict requirements on occupational safety issued by the Ministry of Labor, War Invalids and Social Affairs. The installation, inspection and use of elevators are specifically regulated by Circular 12/2021/TT-BLDTBXH stipulating the inspection process number QTKD: 02-2021/BLDTBXH, effective from 15/11/2021 .

A representative of VinaControl Certification and Inspection Joint Stock Company said that elevator inspection is a mandatory regulation according to the State’s regulations. This is done periodically in buildings, offices and businesses. But for houses, most only require repair and maintenance when there is a breakdown or breakdown.

According to this unit, the new elevator will have a 3-year inspection period. For elevators that have been used for more than 10 years, the period of periodic inspection is 2 years and there is 1 year left for elevators that have been used for more than 20 years. Regarding the responsibility of the inspection unit for the elevators that have expired the inspection period, this person said:

“Accreditation is a service, so the family can completely hire another unit with sufficient functions to conduct the inspection. Therefore, it is difficult to track whether these elevators are inspected or not.”

Engineer Nguyen Van Tuan (Thanh Long Construction and Trading Company Limited) said that elevator problems are easy to happen when users in homes often disregard the inspection. In addition, there is also the fact that technical staff do not fully understand and omit the elevator inspection procedures, causing risks in both inspection activities and operation.
