The proposal to establish a centralized shopping center for drugs and medical equipment under the People’s Committee of Ho Chi Minh City, operating in parallel with the Property Auction Service Center (Department of Justice) has just been sent by the Department of Health to the Standing Committee of the People’s Committee of Ho Chi Minh City. . The Center will have a regulation to coordinate with medical facilities in procurement, use and coordination.

Before that in 2014, the city used to have a shopping center for public goods and assets of the health sector (under the Department of Health), to supply and coordinate drugs, medical supplies and equipment. The Department of Health is the investor, approves the bidding documents and selects the contractor.

In the period 2014-2016, this center organized 6 drug bidding packages with more than 5,600 items worth 20,200 billion VND; 9 medical supply packages with nearly 4,200 items worth more than 2,800 billion VND and 12 equipment packages worth nearly 370 billion VND… However, in October 2017, this center was dissolved due to some problems.

Since then, 78 public health units of the city have purchased medical equipment and supplies themselves with a total value of VND 14,000 billion. The self-procurement helps the units to take the initiative, but has many limitations such as: approving the procurement list, meeting the science and technology council which is not substantial; incomplete bidding package price appraisal; The winning bid price is much different from the import price…

The Department of Health believes that the procurement process for drugs and medical equipment requires high expertise, but the implementing units do not understand the bidding work. The regulations and bidding process are many but not clear, making it difficult for units to determine and declare prices, causing confusion and anxiety among implementers. Therefore, it is necessary to return to centralized bidding as before.
