Dr. Khuong Kim Tao, former deputy chief of the Office of the National Traffic Safety Committee, also disagreed with the complete exemption from the first inspection because of concerns about the lack of safety when the vehicle is in traffic.

Mr. Tao analyzed that cars must be issued, registered with a license plate and affixed with a registration stamp to be allowed to run on the road. The registration stamp is intended to confirm the chassis number, engine number and time limit for the vehicle to be re-inspected, which is the basis for the competent authorities to check and control the quality. If the first inspection is omitted, there will be no basis to manage the time limit for re-inspection of vehicle quality when participating in traffic.

New cars have been inspected for quality during the production process, when leaving the factory or importing, it is recommended to reduce the inspection of some technical items such as lights, seat belts… to avoid double checking. “The first stage of registration and registration can be done before or after, you can attach the number plate and then register it or vice versa to facilitate the car owner,” said Mr. Tao.

Contrary to the above comments, Mr. Tran Van Toan, Director of Dong Do Inspection Center, supported the proposal to exempt technical safety checks with cars to facilitate people not having to go through many procedures. although the registration center will lose the revenue. The reason that the quality of vehicles given by the manufacturers is now higher than that of the registry, so this procedure can be reduced with new cars.

In order to waive the inspection for new vehicles, the management agency needs to combine the payment of registration tax and road tolls, stamping the inspection stamps for the convenience of the people while still managing the vehicles.

With the proposal to allow car maintenance facilities to be registered, Mr. Tran Van Toan disagrees because registration is a conditional industry, and quality cannot be relaxed by massively opening many inspection facilities. Maintenance facilities do not have enough premises, equipment, and inspectors without qualifications will affect the quality of inspection.

Mr. Toan said that now, the registration centers have been socialized, there are many facilities, so it is convenient for people, car owners only need to wait 20-30 minutes to complete the inspection, so it is not necessary to expand.

Chairman of the Vietnam Automobile Transport Association Nguyen Van Quyen said that the registration work has been socialized, so if the maintenance facility has enough premises, equipment, vehicles, professional staff, recording software system If you receive inspection results… and are checked and assessed by a state agency, you can do it.

“We can completely allow maintenance stations, gas stations, vocational training institutions, driver training … to do the registration work, but it is necessary to ensure quality,” Mr. Quyen said.

On the side of the Vietnam Register, the head of the Department said that he had received the proposal of the Traffic Police Department and would have a meeting with relevant agencies.
