Vocational education challenge because university admission is getting easier

On May 27, the General Department of Vocational Education and Training (Ministry of Labour, Invalids and Social Affairs) held a conference to implement the strategy for vocational education development in the 2021-2030 period, with a vision to 2045 in the Red River Delta and Central Vietnam. At the conference, talking about the recruitment work associated with labor training and employment, Mr. Dao Trong Do, Director of the Department of Regular Training, said that, if comparing the human resources of Vietnam with other countries in the region, Mr. region and in the world, our competitiveness is relatively low.

Specifically, citing a statistic that ranked 141 countries in terms of competitiveness in 2019, Vietnam ranked 67th, just above Laos and Cambodia in Southeast Asia.

“So, if compared to Southeast Asia, it is still relatively low.”

In terms of training quality, Vietnam ranks 102/141.

As for labor productivity in terms of working hours, if Singapore is 54.9, Vietnam is 4.4. “That means our labor productivity is less than 1/10 of Singapore’s; about half that of the Philippines; about one third that of Indonesia and Thailand. Thus, if we compare labor productivity in terms of hours worked, we are at the very bottom of the region.”

In terms of human resource quality index, we are ranked 70 out of 100 ranking countries, that is, compared to other countries in the region that participate in the ranking, we are only above Cambodia; while Singapore ranked 2nd.

“Thus, our human resource quality index is also at a very low level.”

In terms of highly specialized labor, we are ranked 81st out of 100 countries. Compared to the region, we are only ahead of Indonesia and Cambodia.

Regarding the quality of vocational training, in the 100 participating countries, we are ranked 80th. Compared to other countries in the region participating in the ranking, we are only above Cambodia.

“If compared with countries in the region such as Singapore, Thailand, the Philippines, … we are all behind them, even the gap is still very far.

The percentage of trained workers with degrees/certificates is at 26.1%.

Regarding the human resource structure, according to Mr. Do, countries in the region, for every 1 university graduate, there will be about 3 college graduates and 5 intermediate graduates. Meanwhile, in Vietnam, if there is 1 university or more, there are 0.35 people going to college; 0.65 for intermediate and elementary school is 0.4.

“Our human resource structure is out of balance. The number of university students and above accounts for a relatively high proportion. If calculated, only 1 out of 3 people go to university, only 1 person goes to vocational college. This ratio is warped, so there is a shortage of direct laborers involved in production.”

According to Mr. Do, the reality is that there are still many difficulties when society’s awareness of vocational training and career development is limited; Streaming post-secondary students to vocational training is still difficult. Besides, the challenge also comes from easy university enrollment with large scale and number. Enterprises (especially FDI enterprises) recruit untrained workers in large numbers.

Also at this conference, representatives of vocational education institutions contributed many ideas and recommendations on policies to the management agency on vocational education. Some delegates also expressed concern that admission to universities is getting easier and easier when schools open more majors and apply for admission by various methods.

At the conference, Ms. Khuong Thi Nhan, Director of the Department of Planning and Finance also shared about the implementation plan of the Vocational Education Development Strategy for the period 2021-2030, with a vision to 2045 approved by the Prime Minister. Accordingly, the specific objective of the Strategy is that by 2025, the scale and structure of training industries and occupations will be ensured for the country’s socio-economic recovery and development; the training quality of some schools approaches the level of ASEAN-4 countries, of which a number of occupations approach the level of developed countries in the region and the world; contributing to increase the percentage of trained workers with degrees and certificates to 30%.

Some key targets are set, such as attracting 40-45% of secondary and high school graduates into the vocational education system; Re-training, regular training for about 25% of the workforce; The rate of workers with information technology skills reaches 80%; Strive for 100% qualified teachers; about 80% of managers are trained and fostered to improve management skills – modern administration; Strive to have about 70 high-quality schools.

Concluding the conference, Mr. Pham Vu Quoc Binh, Deputy Director of the General Department of Vocational Education and Training (MOLISA) said that the Strategy has existed, but the problem that needs attention is to put the Strategy into practice. .

Therefore, Mr. Binh suggested that the leaders of the Departments of Labour, Invalids and Social Affairs request the Provincial People’s Committee to develop a plan to implement the specific Strategy.

Along with that, deploy the solutions of the strategy. “There is a strategy, it needs to be implemented immediately”, Mr. Binh said that it is necessary to focus intensively to take advantage of the period of the “golden population” structure to create a breakthrough.
