Ho Chi Minh City Department of Health proposes to establish a centralized procurement center for drugs and medical supplies.

In fact, before 2014, the units themselves carried out the procurement of medical supplies and equipment on the basis of their needs and funding sources according to regulations.

On January 24, 2013, the People’s Committee of Ho Chi Minh City established the Center for Procurement of Public Goods and Public Property of the City’s Health Sector, the main task is to organize the procurement, equipment, supply and coordination of goods (drugs). , medical supplies, equipment) for public service units in Ho Chi Minh City and districts.

In the period 2014-2016, the center organized 6 bidding packages for drugs, 9 packages for medical supplies, 12 packages for equipment… On October 4, 2017, the People’s Committee of Ho Chi Minh City decided to dissolve the Center. this mall.

According to the Department of Health, the bidding focuses on ensuring transparency and publicity of the bidding, limiting negative errors when the units organize their own procurement, reducing waste due to actively regulating drugs and consumables. loss between units. However, centralized bidding also has limitations.

Specifically, the shopping center is not really an independent center with medical facilities and the Department of Health, and has not yet ensured objectivity when organizing procurement because the personnel performing the bidding package are only part-time employees. responsibilities of the Department of Health, part-time personnel of the units; actual personnel is only 18 people while staffing 30 people…

This leads to a long procurement time, affects the professional activities of the unit, and forces hospitals to organize procurement by other methods.

From 2017 up to now, the units have to carry out the procurement of medical equipment, supplies and drugs by themselves (in addition to the list of concentrated procurement made by the National Procurement Center and the list of centralized procurement provided by the National Procurement Center). a local general hospital is assigned by the health sector to carry out the procurement). The annual purchase value of drugs, equipment and medical supplies of the health sector in Ho Chi Minh City is about 14,000 billion VND.

According to the Department of Health, when handing over to self-bid units, the advantage is that the unit is proactive in procurement to ensure adequate and timely supply of drugs, equipment and medical supplies for the public. medical examination and treatment. However, the ability to organize procurement in the units is different, there are still many limitations in the bidding work, the regulations and processes are many but not really clear and complete.

Therefore, Ho Chi Minh City Department of Health considers that it is necessary to return to centralized bidding as before. The results of a quick survey of the opinions of the directors of the units under the Ho Chi Minh City Department of Health showed that 91.5% agreed with the proposed content of this Department.
