12 years later, when will Ocean Group and VNT’s trillion-dollar park project be deployed?

The project of parks and lakes in the southwestern urban area of ​​Hanoi is located in Trung Hoa ward, bordering Yen Hoa ward (Hanoi). The North of the park is a public land, a school; To the west and south is the South Trung Yen urban area; The East is the Home City project of Van Phu Invest, the Vietnam Petroleum Institute and many low-rise houses of residents.

According to the research of Dan Viet reporter, it is known that on August 7, 2009, the People’s Committee of Cau Giay district signed the decision No. 1650/QD-UBND on approving the bidding results to select the investor to implement the construction project. to build the Harmonized Lake Park in the Southwest Urban Area of ​​Hanoi (hereinafter referred to as the Hanoi Southwest Regulatory Lake Park project) in Trung Hoa and Yen Hoa wards, Cau Giay district, Hanoi. Accordingly, VNT Co., Ltd. was selected as the project investor. On June 2, 2010, the People’s Committee of Hanoi City granted Investment Certificate No. 01121000777 to VNT Co., Ltd. to implement the construction project of the Southwest Park and Reservoir of Hanoi.

On December 4, 2012, the People’s Committee of Cau Giay district adjusted the detailed planning of the Park, the conditioning lake in the southwestern urban area of ​​Hanoi, the scale of 1/500 in Decision No. 5279/QD-UBND.

On April 22, 2013, Chairman of Hanoi People’s Committee issued Decision No. 2725/QD-UBND to recover 3,182.3m2 of land in Yen Hoa and Trung Hoa wards, Cau Giay district, to lease 102,575 to VNT Co., Ltd. ,1m2 of land in wards: Yen Hoa, Trung Hoa, Cau Giay district for the implementation of the project of Harmonized Lake Park in Southwest Hanoi Urban Area (phase 1).

Accordingly, this project is invested by VNT Co., Ltd. On the website of Ocean Group Joint Stock Company (Ocean Group), it is also introduced that this is a project that this group cooperates with VNT Co., Ltd. (the investor).

According to the introduction of Ocean Group, the park project has an area of ​​112,410m2, the total initial investment is expected to be 1,600 billion VND. The project has completed site clearance phase 1, has been granted a construction permit for the park part.

Notably, on December 30, 2020, the Board of Directors of Ocean Group Joint Stock Company approved the contents that will be consulted by the General Meeting of Shareholders in writing on the restructuring plan to handle the situation. Manage receivables and payables with VNT. Specifically, Ocean Group wants to terminate investment cooperation and withdraw its capital in the project to build a park and a lake to regulate the southwestern urban area of ​​Hanoi.

According to Ocean Group, because the investment plan to continue with the planning according to the approved plan in Hanoi, changes compared to the original auction plan is ineffective, VNT proposed the liquidation of the investment cooperation contract. investment, creating favorable conditions for partners to transfer the project and return the money contributed to this project by the participating parties.

From a legal perspective, this project has basically completed all procedures to be implemented since 2013. But for some unknown reason, more than 12 years after being selected as the investor. , VNT Co., Ltd is still not putting the project into practice?

Moreover, many years have passed, this project is being used for many business households to misuse artificial football fields, parking lots…

As noted by the reporter of Dan Viet newspaper, the project is being tightly surrounded by corrugated iron panels, the main entrance on Nguyen Chanh Street is always in a state of “closed and bolted”. Inside the project is overgrown grass, many artificial football fields, parking lots are formed and used for wrong purposes.

As noted, in view of the ongoing situation on the parkland, recently, VNT Co., Ltd. has hung notices outside the project asking to stop operating and remove all equipment and supplies. … are involved in unauthorized use at the project.

The idea, when hanging this announcement, the project will be deployed and built, but the reality has not shown any return.

Quick exchange with the cadastral officer of Trung Van ward, PV is known that the investor has taken actions to withdraw, request to stop operating items for wrong purposes on the project land, but when will the project be deployed again? again is not clear.
