Abusing positions and powers while performing official duties; Nguyen Minh Hue and Bui Thi Ha (nurses and midwives of the Department of Rehabilitation and Traditional Medicine) were prosecuted for the crime of Organizations that illegally use narcotics; Nguyen Anh Vu (technician of the Department of Rehabilitation and Traditional Medicine) prosecuted for crimes Accommodating the illegal use of narcotics.

According to the indictment, Quy was subjected to compulsory medical treatment according to the decision of the People’s Procuracy of Thanh Tri district on the crime of Illegal possession of narcotics. He was treated at Room 2, Department of Rehabilitation and Traditional Medicine, 1st Central Psychiatric Hospital. Quy declared that he did not suffer from mental illness but took advantage of this to avoid serving his sentence.

At the end of 2020, when the Rehabilitation Department moved to a new building, Quy was treated in the 2nd floor ward, with no patients living with him. Taking advantage of the loopholes of faculty staff, Quy entered his private key to freely bring people in to buy, sell, and organize drug use.

He also designed his own room into 3 rooms, in which one room installed a high-powered speaker system, amplifier, flash, and DJ table. After the rehabilitation was completed, Quy was determined to have organized 3 parties to use drugs and “fly around” here for friends and relatives to visit and some medical staff such as Vu, Hue, and Hat. .

Typically, on the evening of February 1, 2021, Quy was invited by Hue to attend a birthday party in the staff room, next to Quy’s treatment place. He then thanked him by lending a room to Hue and friends to use drugs from 10pm to 5am the next morning. Another time, Hue, Ha, and Vu even went up to Quy’s room to ask for drugs to bring down to the music room of the faculty to use.

In addition to the above accusations, the Procuracy determined that Quy regularly traded drugs at the Central Mental Hospital 1. He claimed that he bought drugs from an unknown person in Nghe An and was delivered to the treatment room. .

Receiving the goods, Quy and Ngoc divided them into boxes and hid them on the ceiling of the treatment room to avoid detection. There are customers buying drugs, you often take them to a private room to negotiate the quantity and price. The delivery boys will be compensated by Quy by giving free drugs in the treatment room.

Regarding the act of “protecting” for Quy’s abuse at the hospital, the Procuracy determined that Dr. Luu was the Dean of the Faculty, responsible for all professional work, administrative management and personnel of the department. In addition to voluntary treatment for psychiatric patients, Ms. Liu’s department also treats 10 defendants who are applying compulsory medical treatment, including Quy.

Quarterly, monthly pay to doctor Luu 6-10 million dong for the hospital room to be free to use and bring friends to “fly and shake” without being reminded. Quy said that he was threatened by the head of the department, Luu, that he would comment on the medical records that he was in good health to serve his sentence, and could not be treated at the department.

After receiving Quy’s money, Dr. Luu gives the union 2-3 million dong per month to fund the fund. The union leader wrote in detail the revenues, but then Ms. Liu directed to destroy all the books, so she could not remember each item.

During the investigation, Ms. Luu said, Quarter 4 congratulated the faculty with a total amount of 8.5 million VND. Regarding Quy’s self-improvement of the ward, Ms. Luu heard the staff of the department complain and remind him, but Quy did not do it. Ms. Luu also denied collecting Quy’s monthly room fee.

In addition to covering up for Quy, the police determined that Ms. Liu also used her position as head of the department to illegally collect and receive money from patients and their family members. She approved the union fund to distribute to each officer and employee in the department on average 600,000 VND per month. She divided the money among 38 officers in about 24 months for a total of 384 million dong. Currently, the faculty staff, who are aware that this is an illegal benefit, have already paid back VND 247 million.

After the incident, Mr. Vuong Van Tinh (Director of Central Mental Hospital 1) was disciplined and removed from his position because he had let loose his management and failed to properly perform the duties and responsibilities of the head of the unit. , for violations of the law on drug prevention and social evils within the hospital, very serious consequences.
