The province with the approved planning in the above 24 provinces is Bac Giang. Five provincial plannings that have been appraised and are completing documents submitted to the Prime Minister for consideration and approval are Ha Tinh, Quang Binh, Tuyen Quang, Lao Cai and Thanh Hoa. 18 provincial master plans have submitted to consult and prepare for appraisal.

The remaining localities are actively implementing and most of them are committed to completing before December 31, 2022. Hanoi is expected to complete the appraisal and approval of the master plan in 2023.

About Hanoi, citing information from Dr. Dao Ngoc Nghiem, former Director of the Hanoi Department of Planning and Architecture, the National Assembly’s Oversight Delegation, said that Hanoi used to have between 140 and 160 master plans, leading to difficulties in direction and administration.

According to the Ministry of Planning and Investment (MPI), out of a total of 111 master plans prepared in accordance with the Law on Planning, 110 have been assigned tasks, of which 41/42 are national-level, and 6/ 6 regional planning, 63/63 provincial planning.

As of May 27, 2022, there are 07/111 plannings that have been decided or approved, including: National land use planning, 04 national sectoral master plans in the field of transportation, regional planning Mekong Delta and Bac Giang Province Planning.

In addition, many plannings at all levels are also in the process of continuing to accelerate the implementation progress: 01 provincial plan is being submitted for approval; 05 provincial master plans have been appraised and completed and submitted to the Prime Minister for consideration and approval; 14 national sectoral master plans and 18 provincial master plans have been submitted for comments and preparation for appraisal. Basically, the planning tasks approved in the past time have complied with the processes, procedures and contents specified in the Law on Planning, Decree No. 37/2019/ND-CP dated May 7th/ 2019 of the Government.

With the construction of the national planning system as above, the number of plannings made for the national, regional and provincial levels remains 111, including: 01 national master plan, 01 marine spatial planning national, 01 national land use master plan, 39 national sectoral master plan, 06 regional master plan and 63 provincial master plan.

The number of plannings has decreased from 3,654 plans in the period before the Law on Planning took effect to 111 plans, a decrease of 3,543 plans (decreased by 97%).

Minister of Planning and Investment Nguyen Chi Dung affirmed that planning is like an engineer paving the way. affect the economic development of the country.
