Mr. Nguyen Quang Dong: The purchase and sale of personal information is now very popular, it comes from the fact that activities on the internet environment and social networks are increasing. We shop and transact a lot on the internet. Now when we do something, service providers all ask for our phone number, address, and email to facilitate transactions and contact.

However, the accompanying consequence is that many business entities do not understand the provisions of the law and when they collect customer information, they sell it to third parties.

PV: So in your opinion, is the collection of personal data, then reselling it to a third party, one of the reasons for the increase in online fraud?

Mr. Nguyen Quang Dong: It can be said so, but of course not just basic personal information, but it will come with more sensitive information, such as ID number, or other identifying characteristics such as, Face image, date of birth, our social network account security is not good….A bunch of such information leads to our network account being hacked, or password lost. From the loss of basic information and accounts, it is very easy to lead to fraud.

PV: According to the recently released Southeast Asian digital economy report, since the Covid-19 pandemic appeared until the first half of 2021, our country has added 8 million new digital technology users. Of which, more than half are in rural areas and many of them are children. How will these numbers and the story of privacy of personal information like we just talk have a relationship, sir?

Mr. Nguyen Quang Dong: Vietnam is one of the countries with the fastest growing digital economy in the world. Vietnamese people are characterized by a young population, very proficient and like to use technology, so the access to our technology platforms is very fast. The percentage of social network users is very large. One more thing, the rate of people accessing the Internet, as well as using smartphones in Vietnam is also very fast.

But that creates a huge impetus for economic and business activities in the digital environment. We see a very explosive e-commerce, or the use of technology in the fields of education, healthcare, tourism is very good. This will bring huge economic benefits. However, the consequences associated with digital skills, i.e. technological knowledge, technology awareness, safety awareness, and cyber security are not equipped commensurate with speeding up. technologically, leading to a higher risk for us.

Mr. Nguyen Quang Dong: The situation is very common and true, it is also very difficult to handle at the present stage due to the following reasons:

Along with that, our damage from losing such basic information is not too great. As a result, we often ignore, can’t, don’t want to sue in court or have complaints and denunciations to handle violations.

It is very difficult in itself to determine which party is in breach, in what way to proceed with such a proceeding or complaint. However, doing so, if there is a long-term risk as well as millions of people being breached, disturbed, sold technical personal information will become a social problem. Mr. Nguyen Quang Dong: We need a lot of activities at different levels.
