The project to build a commercial center area of Hoanh Son Group Joint Stock Company with an investment of 220 billion VND is located in a prime location in Ha Tinh city. However, after more than 3 years of construction, the project is still unfinished and disheveled.
In August 2017, Ha Tinh province approved the policy for Hoanh Son Group Joint Stock Company to invest in a project to build offices, trade centers, restaurants, hotels and services with a total investment of 220 billions dong.
The project is built in the “golden land” area of Ha Tinh city, located at the intersection between Tran Phu and Nguyen Du streets.
According to the approval decision approving the investment policy of the People’s Committee of Ha Tinh province, the project has a scale of 19 floors, 1 semi-basement on an area of more than 2,000m2. The implementation time is before September 30, 2017, the 24-month schedule is completed and put into operation.
However, in 2019, Hoanh Son Group started construction of the project. Up to now, after more than 3 years of construction, the project has only completed the rough construction and then left unfinished. For more than a year now, the project stopped construction, the work became desolate, disheveled, causing unsightly beauty in the city center.
According to PV’s observation, the project has stopped all activities, there is no custodian. Many walls have peeled off, overgrown weeds. Inside the building, many materials were piled up, rusted iron and steel.
The leader of the People’s Committee of Tran Phu ward said that when there is a project of Hoanh Son Group, the locality wants to bring about positive effects, stimulate demand, and develop the economy. However, the delay of the project, the long stop of construction will affect the environment, urban beauty and local economic development.
“The construction has stopped for more than a year now. The representative of the investor has come to work with the authorities, wishing to share with them in the difficult economic conditions due to the impact of the epidemic. This project is not directly managed by the local government because the policy is approved by the province, but in the area, the ward is responsible.
This is a commercial center project, mainly operating on hotels. When Hoanh Son Group invested in this project according to the schedule that should have been completed in September last year. But due to the impact of the Covid-19 epidemic, businesses have difficulty in funding,” said the leader of Tran Phu ward.
Also according to the leader of the People’s Committee of Tran Phu ward, the project’s cessation of construction greatly affects the environment, if people are not aware, this area will become a gathering place for waste. “Through many meetings, the locality has also proposed to superiors to consider the solution to the project that is behind schedule in the area,” added the leader of Tran Phu ward.
