The Hanoi People’s Procuracy has just issued an indictment against Nguyen Xuan Quy, Nguyen Van Ngoc, Nguyen Trung Nguyen, Nguyen Cong Thuong, Le Hoang Hai and Bui Chi Hai being prosecuted for 3 crimes of “illegal possession of narcotics”. , “Illegal trading of narcotics” and “Organizations that illegally use narcotics”. In which, Quy has 1 criminal record, 2 criminal convictions and 3 times being prosecuted but not yet tried.

In the case, the Procuracy also prosecuted the group of suspects who were former staff of the Central Mental Hospital I. Specifically, defendant Do Thi Luu (former Head of the Department of Rehabilitation and Traditional Medicine) was prosecuted. the crime of “abusing positions and powers while performing official duties”; Nguyen Minh Hue and Bui Thi Ha (nurses and assistants of the Department of Rehabilitation and Traditional Medicine) were charged with the crime of “organizing illegal drug use”; Nguyen Anh Vu (technician of the Department of Rehabilitation and Traditional Medicine) prosecuted for the crime of “Having illegal use of narcotics”.

According to the indictment, Quy was subjected to compulsory medical treatment according to a decision of the People’s Procuracy of Thanh Tri district on the crime of illegal possession of narcotics. You received treatment at Room 2, Department of Rehabilitation and Traditional Medicine, Central Psychiatric Hospital 1. You declared that you did not have a mental illness, but took advantage of this to avoid serving your sentence.

At the end of 2020, when the Rehabilitation Department moved to a new building, Quy was treated alone in the 2nd floor ward, without any patients. Taking advantage of the loopholes of faculty staff, Quy used his private key to freely bring strangers into this department to buy, sell and organize drug use. You also designed your own room into 3 rooms, installed a high-powered speaker system, amplifier, flash, DJ table to “fly around”.

After completing the renovation, Quy organized many times to use drugs and fly here for friends and some medical staff such as Vu, Hue, and Hat.

Notably, during the investigation, Quy declared to Dr. Luu from 6-10 million VND per month to be free to use and send friends to fly without being reminded.

However, Ms. Luu denied that Quy’s monthly room payment was collected and declared that Quarter 4 congratulated the faculty with a total amount of VND 8.5 million.

From the testimony of the people involved, after receiving the money from Quy, Ms. Luu gave the union 2-3 million dong per month to fund the fund. The union leader wrote in detail the revenues, but then Ms. Liu directed to destroy all the books, so she could not remember each item.

In addition to covering up for Quy, the police determined that Ms. Liu also used her position as head of the department to illegally collect and receive money from patients and their family members. She approved the union fund to distribute to each officer and employee in the department on average 600,000 VND per month. She divided the money among 38 officers in about 24 months for a total of 384 million dong. Currently, the faculty staff, who are aware that this is an illegal benefit, have already paid back VND 247 million.

After the incident, Mr. Vuong Van Tinh, Director of the Central Mental Hospital I was disciplined and dismissed for having let loose his management and failed to properly perform the duties and responsibilities of the head of the unit. , for violations of the law on drug prevention and social evils within the hospital, very serious consequences.
