At the same time, it was agreed that Huong and Doan were responsible for repaying the bank debt to get the car papers and then transferring this car to Ms. Quyen for 450 million VND; The remaining amount is deducted from the amount that Huong and Doan are owed to Ms. Quyen.

This agreement is made in writing, dated July 24, 2020, signed by the parties and certified by the People’s Committee of Au Lau Commune. The business cooperation between husband and wife Huong, Doan and Ms. Quyen took place from July 2020 to December 2020.

During this time, taking advantage of Ms. Quyen’s trust to sell goods, Huong kept a part of the money, even though the buyer had paid in full to appropriate more than 631 million dong.

In addition, in the process of doing business, Ms. Quyen also deposited more than 18.4 million VND at 2 workshops to buy peeled boards. When buying goods, Huong used this deposit to pay for the goods, but did not notify Ms. Quyen. At the same time, the subject also received a deposit of 7 million dong from Quyen but spent it all. The total amount of money Huong appropriated from this job is 25 million dong.

On December 4, 2020, after Ms. Quyen discovered the above incident, Huong wrote a debt receipt with the content that Ms. Quyen had appropriated more than 798 million VND; agreement to assign a two-storey house in Luong Mon village, Luong Thinh commune, Tran Yen district worth 600 million VND to repay Ms. Quyen. The two sides promised to meet until December 7, 2020 to go to the People’s Committee of Luong Thinh Commune to complete the procedures for transferring the above house. But on the appointed day, Huong and Doan fled the area.

Because Huong and her husband, Doan fled, did not pay the Vietnam Joint Stock Commercial Bank for Industry and Trade, Yen Bai branch, so on January 8, 2021, the Joint Stock Commercial Bank for Industry and Trade of Vietnam Yen Bai branch coordinated with the City Police. Yen Bai recovered the car BKS 21C-051.94 and issued a debt recovery transaction.

During the review process, on January 22, 2022, the police agency arrested the above two subjects while hiding in Khanh Binh ward, Tan Uyen town, Binh Duong province.

Based on the collected documents, the Office of the Public Security Bureau of Yen Bai Province determined that the amount of money that Huong and Doan had appropriated was up to 1.4 billion VND.
