Do Thi Luu (Head of the Department of Rehabilitation and Traditional Medicine) was prosecuted for the crime of “abusing positions and powers while performing public duties”. service”; Nguyen Minh Hue and Bui Thi Ha (nurses and assistants of the Department of Rehabilitation and Traditional Medicine), were charged with the crime of “organizing illegal drug use”; Nguyen Anh Vu (technician of the Department of Rehabilitation and Traditional Medicine), was prosecuted for the crime of “Having illegal use of narcotics”.

Nguyen Xuan Quy confessed that he is a normal person, not mentally ill, but at the end of 2018 received the decision to apply the measure of compulsory medical treatment at the Central Mental Hospital I (Thuong Tin, Hanoi). Quy admitted to pretending to be a mental patient to avoid serving the prison sentence of the Thanh Tri District People’s Court.

Although treatment is mandatory in the Central Psychiatric Hospital I, Quy is a “VIP patient”. In the hospital, the tycoon collects addicts and the whole team transforms the treatment room into a “flying” room, with a soundproofing system, sound and light full.

Quy is still regularly allowed out of the hospital, even sometimes driven by juniors. During this process, Quy imported a large amount of drugs, ecstasy, ketamine… from an object named Cuong in Nghe An (whose identity is unknown).

On March 20, 2021, “boss” Nguyen Xuan Quy and his juniors went out to the hospital to play and find a place to “fly around”, carrying 10 grams of Ketamine and 10 ecstasy pills. When the group was “flying around” enthusiastically, they were caught by the authorities. During the testimony, Quy admitted to giving Doctor Do Thi Luu (Head of the Department of Rehabilitation and Traditional Medicine – Central Psychiatric Hospital I) from 6 million VND to 10 million VND per month to be free. due to travel, drug use without prohibition. Quy also testified that he had been threatened by the head of the department, Luu, that he would comment on the medical record that he was in good health to serve a prison sentence and could not receive treatment at the department.

Thanks to the group of doctors who deliberately ignored them, Quy and his juniors had been “aggressive” at the Central Psychiatric Hospital I for a long time, turning the treatment room into a “flickering” room. After the incident, Mr. Vuong Van Tinh (Director of the Central Psychiatric Hospital I) was disciplined and removed from his position because of loose management, failure to properly perform the duties and responsibilities of the head of the unit; to commit violations of the law on drug prevention and social evils within the hospital.
