On June 1, Colonel Ngo Xuan Phu, Deputy Director of Binh Duong Public Security, said that during the meeting to review responsibility, Captain Tran Xuan Phuong – Vice Captain of the Citizen Identity Archive Team of the Police Department administrative management of social order, admitted participating in the scuffle and took the initiative to apologize to the couple at home and support treatment expenses.
“Based on the nature of the case, the Party Committee and Directorate of the Binh Duong Provincial Police Department agreed to demote and transfer Captain Phuong,” Mr. Phu said.

Previously, on April 11, Captain Phuong and 4 men and a couple had a back and forth about parking in an alley in An Thanh ward, Thuan An city. After arguing, Mr. Phuong’s group rushed into a fight with the couple and repeatedly pressed the woman to the tree to beat the council.
The woman said that at that time, she and her husband went by car to their mother’s house in the alley, but the car of Captain Phuong’s group was parked in the way. Unable to continue, she went down to ask the owner of the car to give way but was argued by Mr. Phuong’s group in a nearby house. The incident was recorded by a car dash cam, then this video went viral on the internet.
