Initial information said that at about 3pm on May 31, while on duty to ensure security and order, the working group of the Mobile Police Department of Dak Lak Provincial Police discovered that Phuc was carrying a box. Styrofoam from a taxi to a post office on Ngo Quyen Street, Buon Ma Thuot City.

On the afternoon of May 31, when Phuc brought the box to the post office to send it at Cuong’s request, he was arrested. Phuc claimed to have received and sent goods to Cuong many times.
