Only 19 days after the National Assembly passed Resolution 43/2022/QH15, the Government issued Resolution No. 11/NQ-CP on the Socio-economic Development and Recovery Program.

The Deputy Prime Minister shared that the early promulgation of this program was thanks to the interest of the National Assembly Standing Committee and the President of the National Assembly and the organization of many working sessions with the Government and its agencies. , organized seminars with the participation of many experts and scientists. Deputy Prime Minister said Socio-economic recovery and development program proposed 5 groups of solutions with very specific tasks, detailed resource allocation, set out the task of issuing 14 guiding documents for implementation. Considering this as the key task of the year and determined to direct the implementation, over the past time, the Government and the Prime Minister have issued many documents directing and urging the implementation.

Up to now, regarding the task of formulating policies and mechanisms, 11 documents have been issued out of a total of 14 as planned.

In addition, there are still some documents behind schedule. The reason is that this is a complicated policy program that requires the coordination of many agencies and ministries. In fact, in the previous implementation policies, there were policies that did not do well, there were still many obstacles in the organization of implementation, so the Government, ministries and branches are very careful to avoid negligence and avoid responsibility later when organizing the implementation of the project. done for a very large amount of money. In addition, there are many new tasks that are not included in the long-term plan, so many jobs have not been proactive.

“Up to now, it can be affirmed that all documents, mechanisms and policies on this program, by the end of May, have been fully promulgated by the Government,” emphasized the Deputy Prime Minister.

Over 300,000 billion VND, 22 trillion VND disbursed

About the implementation Support package with a total value of nearly 350,000 billion VND, Deputy Prime Minister said, including 46,000 billion dong using legal financial funds to buy vaccines and develop health care. Up to now, the Covid-19 epidemic has been basically controlled, so the use of this source depends on actual conditions.

The remaining is about 301,000 billion VND, the Deputy Prime Minister analyzed by 2 numbers. The first is the number, VND 125,000 billion, including VND 64,000 billion of tax exemption and reduction. After Resolution 43 was issued, 18 days later the Government issued Decree 15 reducing VAT from February 2022 from 10% to 8%. This package is done by the Government very quickly, now it is considered that this 64,000 billion VND has been deployed.

Second, 38,400 billion VND is policy credit through VBSP. Currently, it has disbursed 4,600 billion VND out of the total 19,000 billion VND in 2022, which is 1/3 disbursed.

Third, VND 6,000 billion reduces the opportunity cost of tax payment delays. The Government has completed 2 decrees in May and from now until the end of the year will complete 6,000 billion VND.

In addition, there is also VND 6,600 billion to support workers to rent houses, currently only disbursing nearly VND 2 billion. The allocation of capital to localities is not clear, so implementation is slow.

For the second, VND 176,000 billion belongs to public investment. In which, the interest rate support is VND 40,000 billion. Recently, there was Decree 31, although it is slow, the settlement between commercial banks and enterprises, cooperatives and households is still counted from the beginning of the year. That is, enterprises, cooperatives and households that are eligible for the policy under Decree 31 will receive a 2% tax reduction from the beginning of the year.

“In 2008, 2009, we spent 1 billion USD to support interest rates through commercial banks, but there were many shortcomings, so the Government learned to do it closely,” emphasized the Deputy Prime Minister.

The last amount is 134,000 billion VND, for infrastructure investment, of which investment in transportation is about 103,000 billion VND, according to the law on public investment, it should be slow.

“Up to now, we have basically completed the policies, disbursed 22,000 billion VND over 300,000 billion VND, this is also an important premise for us to trust this support package, this program is well implemented. in the near future,” emphasized the Deputy Prime Minister.
