To implement this project, according to the Immigration Department – Ministry of Public Security, from May 15 to 30, 2022, the Department cooperated with the Immigration Department of the Hanoi Police to pilot the epidemic. This online public service level 4 has been extended nationwide by the immigration agency since June. Accordingly, people across the country can apply for an ordinary passport (without an electronic chip) through it. National public service portal or Ministry of Public Security’s public service portal, pay online, receive passports by post or at the immigration management agency.

To prepare for the expansion, on May 26, the Immigration Department, the Ministry of Public Security held an online training session on the issuance of ordinary passports without electronic chips in the country in the form of online public service level 4. The implementation of providing the service of issuing ordinary passports without electronic chips in the form of level 4 online public services creates convenience for both people and immigration authorities.

Specifically, people do not have to go to state administrative offices to take photos, queue, declare waiting to submit documents, pay passport fees and register to receive results. These stages can be done through declaration, online application and registration for the public postal service to receive results at home. People do not have to take time to return to receive results reducing waiting time; Commuting on the road reduces social costs.

For immigration agencies, allowing online declaration and submission of documents also reduces the pressure of passport issuance for officials and employees in receiving documents and returning results to people.

As a unit participating with the Ministry of Public Security, directly the Immigration Department in piloting online public services at level 4, issuing ordinary passports without electronic chips in Hanoi from May 15, Mr. Bui Van Hoang, Deputy Director of the Hanoi Post Office, said that the unit’s role is to guide people to perform the passport registration service on the internet with immigration officers and police officers. When the declaration is connected by the Immigration Department with the Vietnam Post Corporation (Vietnam Post), the role of the public postal service is to return the passport results to the people as quickly as possible. According to statistics, from May 15 to June 1, Hanoi Post Office delivered more than 130 passports to people.

Mr. Bui Van Hoang said that the unit is organizing to shorten the inter-district mail route between 12 urban districts of Hanoi. Accordingly, if the Immigration Department of the Hanoi Police Department hands it over to the Post Office before 11am, the passport will be distributed that afternoon. Passports received from the immigration office in the afternoon will be issued the next morning. The delivery time used to be from 12 hours to 24 hours, now it is shortened to morning receiving afternoon delivery.

In addition, the connection between the Post Office and immigration authorities is also completing the process so that when the information reaches the delivery team, it will shorten the time for counting, delivery and receipt of the same day.

Regarding the issuance of ordinary passports, on May 31, the Immigration Department announced that it would issue a new model ordinary passport from July 1. Compared with the current model, the new ordinary passport model has many improvements and is elaborately designed; On each page are typical images of landscapes, images of national sovereignty and famous cultural heritages of the country, contributing to affirming and promoting Vietnam’s images to the world. Moreover, the new ordinary passport model ensures security techniques and is difficult to counterfeit.

Therefore, from now until July 1, the Ministry of Public Security will only issue old-fashioned ordinary passports to citizens in necessary and urgent cases, such as having medical treatment documents, having a decision to go on a business trip or having a valid passport. In case it is not necessary, people are suggested to go to the immigration management agency to submit a passport application from July 1 to receive and use an ordinary passport according to the new form.
