A survey by PV shows that 4-wheel electric passenger cars are now popular in many localities, operating on streets with tourist activities or inside tourist areas. Many cars do not have registration plates, registration stamps or expired registration certificates.

The common feature of this vehicle is that it is about 2m long, has a roof, includes 4-5 rows of seats, opens the sides and back, with the last row facing back. The car is electric, with a driver’s cab structured like a car, but the seats don’t have seat belts.

According to the Vietnam Register, this type of vehicle is a “motorized 4-wheel passenger vehicle”, currently being managed according to the provisions of Circular No. 86/2014 of the Ministry of Transport.

Specifically, the vehicle is powered by an engine, has two axles, at least 4 wheels, a maximum design speed of 30km/h, and a maximum number of seats not exceeding 15 (including the driver).

Conditions for vehicles to operate passenger transport must have registration, registration, civil liability insurance, the driver must have a license of class B2 or higher. When participating in traffic, they are only allowed to operate within a certain route and time, according to the decision of the Provincial People’s Committee.

When participating in traffic, this type of vehicle must obey traffic rules like cars with less than 15 seats.

More specifically, according to the draft Road Traffic Law (amended), 4-wheel electric vehicles (in particular, 4-wheel motor vehicles in general) can only be used for transport business purposes and only businesses and cooperatives New business households are allowed to conduct transportation business by this vehicle.

When operating, this type of vehicle must satisfy the following conditions: Having registration, registration, having a trip monitoring device on the vehicle and listing the name and phone of the transport unit; Drivers must have a car license corresponding to the number of people allowed to carry.

Supporting the legalization of passenger transport management by 4-wheel motorized vehicles in general and 4-wheel electric vehicles in particular, Mr. Than Van Thanh, former Chief of Office of the National Traffic Safety Committee said that appropriate regulations should be made. in some specific cases, in order to ensure strict management but also to create favorable conditions for businesses.

“Four-wheel electric vehicles, if they only carry passengers within the internal traffic of a tourist area, are different from vehicles participating in traffic on public roads. Therefore, it is necessary to study and to have appropriate regulations on the installation of cruise monitoring equipment to avoid causing difficulties for the transport business,” said Mr. Thanh, for example.
