Regarding the state of land waste, delegate Nguyen Tao (Lam Dong) said that there are many shortcomings in the land law policy, including the determination of the value of land use rights, planning and management. management of land planning, the status of parcel division, subdivision, sale of plots, land speculation, failure to put the land to use for the right purpose…

Delegate Create request to clarify the concept market price when managing transactions of land use rights in order to prevent loss of revenue and improve the effectiveness of state management. While waiting for a comprehensive revision of the Land Law, the Government needs to have more specific and effective solutions to improve the efficiency of thrift practice and fight waste in the management and use of public land.

“In order to limit the situation of leaving land fallow, many areas of land have not been or have not been used for a long time, it is necessary to resolutely withdraw projects that have not been implemented, are delayed in implementation, show signs of land accumulation and suspended planning. In localities, especially the land fund related to security and defense that has been encroached on and not put into use for many years, it should be resolutely recovered and assigned to localities for socio-economic development.“, said Mr. Tao.

Meanwhile, delegate Tran Dinh Gia (Ha Tinh) gave an example of waste in the construction of social housing for workers to be piloted locally. According to Mr. Gia, the demand for social housing rental in urban areas of grade 2 does not exist, but the need to buy social housing does not be considered.

“Ha Tinh currently has 80 social housing apartments for rent, but no one is renting. Meanwhile, up to 350 applications were sent to the authorities with the need to buy social housing but were not considered. This is a huge waste.”Mr. Gia said.

This delegate also said that in recent years, the price of land has increased, many localities have changed the purpose of use from production land to residential land, industrial land, organized auctions at very high prices. People who have demand for auction have no need to live, people who have need to live cannot have money for auction, leading to production land becoming fallow land. Delegate Gia proposed that the National Assembly soon consider amending the Land Law to overcome the above situation.

Delegate Nguyen Quoc Han (Ca Mau delegation) expressed frustration at the situation of “hanging” planning, the “hanging” project that is raised every year has not changed much, causing a huge waste of resources.
