Gia Lai Department of Education and Training lost 2.3 billion dong in software projects

On June 3, the Inspectorate of Gia Lai province made a conclusion related to “Investing in projects, purchasing information technology (IT) application software in operation at Gia Lai Department of Education and Training”, the period from year 2015-2021. At this time, Gia Lai Department of Education and Training was assigned by the Provincial People’s Committee to be the investor of 13 projects, IT application software and 2 software extensions with a total payment of 33 billion VND.

However, through the inspection, many software projects were found in violation, the results of contractor selection were not publicized; many projects with low efficiency, causing losses and wasting the State budget more than 2.3 billion VND. The main responsibility belongs to Gia Lai Department of Education and Training.

According to the inspection conclusion, for “Software Admissions at the beginning of 2018″, the Department of Education and Training sent a document to Gia Lai Department of Information and Communications (TT & TT) to appraise the design plan and technical solutions. After that, Gia Lai Department of Information and Communications said that the implementation of Gia Lai Department of Education and Training is internal software. However, through inspection, the current top-level enrollment system is owned by another unit.

In 2019, the Department of Education and Training accepted and paid without the software (in fact, Gia Lai Department of Education and Training received accounts from other units in 2020). Therefore, the Gia Lai Department of Education and Training did not comply with the content in the report submitted to the Department of Information and Communications for evaluation as internal software. The Department of Education and Training made an incorrect payment of 670 million VND.

At the equipment and software procurement project “EDM digitization and data management system”; implementing the digitization of diplomas and certificates in 2020, Gia Lai Department of Education and Training has overpaid 47 meters of documents compared to the estimate. The amount of wrongdoing on the content of document correction is more than 458 million dong.

As for the cost of data entry and information conversion using the software’s functions, the Department of Education and Training has overpaid 17,718 data pages and applied the incorrect unit price as prescribed in Circular 194 (2012) of the Ministry of Finance with the amount of wrongdoing is more than 569 million dong. The total amount of violations of the project is more than 1 billion VND.

At the exam bank management software 2020, the department actually provided the CD-Master Test – Client version for 17 Departments of Education and Training, but paying for the price of Master Test software – the Server version is not correct. with the excess amount of 464 million dong.

Many softwares are equipped by Gia Lai Department of Education and Training for affiliated units, but many units do not use them, leading to inefficient use of the budget, such as the software “Revenue Management 2021”, “Receivable Management Software”. Management of exam question bank 2020″, “Software to support teaching E-Learning in 2020”. In addition, many software are not made public by this department of contractor selection results.

From the above violations, the Inspectorate of Gia Lai province suggested that the Provincial People’s Committee review, consider and handle the responsibility of the Director of the Department of Education and Training in the period from 2017-2020 because of the violations. At the same time, it is suggested that the director of the department be responsible for recovering the wrong amount of 2.3 billion VND to be paid into the State budget.

Provincial Inspector also suggested Gia Lai Department of Education and Training to review and handle responsibility for organizations and individuals involved in violations in the process of management, administration and performance of tasks; organize training, user manual, and error correction so that the units equipped with the software can use the software more effectively.
