The Ministry of Health proposed V2K (vaccine-mask-disinfection), consulted the communication subcommittees, the National Steering Committee and submitted it to the Prime Minister’s Steering Committee. However, in the draft, the Ministry of Health clearly states that the 5K message is still used if new, more dangerous strains appear.

Earlier at the regular Government meeting, Prime Minister Pham Minh Chinh requested to focus on promoting the implementation of the vaccination campaign to ensure safety, science, timeliness and effectiveness, especially vaccination for children. . The Ministry of Health will guide on 5K in accordance with the new situation; study to amend regulations on vaccination accordingly.

Regarding whether vaccination with shots 3 and 4 is compulsory, the Deputy Minister of Health said that according to the 2007 Law on Prevention and Control of Infectious Diseases specified in Clauses 1,2,3 Article 29, people are at risk. If you are infected with an infectious disease in an epidemic area and traveling to an epidemic area, it is compulsory to use vaccines, medical biological products for vaccine-preventable diseases, and medical biological products for disease prevention.`

Children and pregnant women must use compulsory vaccines and medical biologicals for infectious diseases under the expanded immunization program. Parents or guardians of children and all citizens are responsible for complying with the requirements of competent medical facilities in the use of vaccines and mandatory medical biological products.

Clause 2, Article 30 stipulates that the Minister of Health is responsible for promulgating the list of infectious diseases subject to compulsory use of vaccines and medical biological products specified in Clause 1, Article 29 of this Law.

Organize the implementation of the expanded vaccination program and prescribe the list of infectious diseases requiring compulsory use of vaccines and medical biological products, and the age groups of children subject to the expanded vaccination program specified in Clause 2 of this Article. 29 of this Law.

According to Ms. Huong, based on these regulations, in 2017, the Ministry of Health issued Circular No. 38 on the list of infectious diseases, the scope and subjects subject to compulsory vaccination. In April 2020, the Prime Minister announced COVID-19 is a group A infectious disease, with a global pandemic risk, on a national scale.

Based on the provisions of the current law and the reasons mentioned above, according to the Deputy Minister of Health, currently, vaccination, especially injection for children aged 5-12 years, does not have enough grounds to determine that it is a disease. Obligatory.
