In this regard, Deputy Minister of Education and Training Hoang Minh Son stated that the Ministry has advised the Government to issue Decree 81 stipulating the tuition fee framework of public educational institutions from 2021, 2022 onwards. . At the time of preparation for promulgation, the epidemic was relatively complicated, the Ministry proposed and kept the tuition fee for the school year 2021-2022 as in 2020-2021.

Regarding the tuition fee frame for the following school years, for general education, the tuition fee frame in 2022 has been specified in Decree 81. From the following years onwards, the local People’s Councils shall base themselves on the specific situation. on socio-economic conditions, growth rate of consumer price index, local characteristics, actual ability of people to contribute… to decide on the tuition fee frame or the local applicable level of education for preschools. and general education; this level is regulated not to exceed 7.5%/year.

Deputy Minister Hoang Minh Son said that according to the schedule of tuition fees, it is expected that by 2025, enough costs will be calculated for the university level, and for preschool and general education, by 2030, the costs will be fully charged. in the policy in Resolution 19 of the Central Committee. The Decree stipulates the tuition fee frame, the ceiling and the floor, and the localities that stipulate the tuition rate according to the tuition fee bracket.

Although the epidemic has reached the time to return to normal, the socio-economic recovery will take a long time. In localities where there are still many difficult families, the localities announce the tuition fees. At universities, the degree of financial autonomy varies.

The Ministry has sent a dispatch on May 23 to ministries, branches and localities to request directing educational institutions to determine tuition fees as well as a roadmap to increase tuition fees in accordance with the specific situation in the locality. , sharing difficulties with people, the ability of people to contribute. The Ministry also strengthens the inspection of tuition fees collected by educational institutions to ensure that there is absolutely no inflation at the beginning of the school year.

During the Government meeting on the morning of June 4, the ministry was also assigned to continue researching to develop a roadmap for adjusting tuition fees, especially comprehensively studying the impact of tuition increases on different subjects, especially is for students, difficult families. On that basis, it is proposed that the Government take necessary support measures.
