The Depot construction site is still littered with scaffolding, construction materials, and the mobilized workforce can only meet 1/3 of the requirements. Although it has not been put into use, the sloppy image here is causing a loss of urban beauty.
According to reports, the overhead section and the Depot area of the Hanoi urban railway project, Nhon line – Hanoi station, currently 6/8 bidding packages have completed construction, just waiting for testing and system integration. However, package CP05 (architecture of Depot area) is still about 5 months behind schedule.
This bidding package is expected to last until January 2023, directly affecting the handover of the rail system and ticket system as well as the goal of commercial operation of the elevated section in December.
As noted, the Depot construction site is still littered with scaffolding and construction materials. Despite the delay, the Depot construction contractor only mobilized less than 100 workers (meeting 1/3 of the requirements).
Along the stations are encroached into sales places.
The sloppy image of this under construction is causing a loss of urban beauty.
From time to time, some trains still run high-speed tests.
Over time, the station roofs have rusted and begun to deteriorate.
At construction sites of 4 underground stations in the underground section of the Nhon – Hanoi urban railway project (Kim Ma, Cat Linh, Quoc Tu Giam, and Hanoi stations), the general situation is no any field construction activities.
Scope of construction of stations are fenced. Streets are divided and limited vehicles. However, inside the construction site, there are no construction machinery and equipment, and weeds are overgrown.
According to the Hanoi People’s Committee, from July 2021, the consortium of two foreign contractors, Hyundai (Korea) and Ghella (Italy) stopped construction at many underground stations of Nhon – Hanoi railway line with the reason due to not being handed over the premises as committed.
At the same time, these contractors have 3 times submitted complaints asking the project to compensate more than 114 million USD for the delay in handing over the construction site, leading to delay in progress and causing damage to the contractor.
In October 2021, the Hanoi People’s Committee directed the Dong Da District People’s Committee to coordinate with the investor of the S11 underground station project to mobilize machinery and workers to clear the house at 23 Quoc Tu Giam – the project is located in In the affected area, when conducting underground exploration, it is necessary to arrange temporary settlement and demolition. Due to being an additional object, facing many problems in site clearance, the house was not cleared for a long time, causing the progress of the S11 underground station to pass through this area (in the direction of Quoc Tu Giam to the direction of Quoc Tu Giam). Hanoi Railway Station) was delayed for many months.
MRB has submitted to the Hanoi People’s Committee to adjust the investment policy of the Nhon railway project – Hanoi station (Metro Nhon – Hanoi station).
Specifically, MRB Hanoi proposes to adjust the project implementation time from 2009-2022 to 2009-2029, in which the elevated section will be put into operation in 2022; fully operate the line in 2027 and complete the warranty and finalization in 2029.
In the decision approving the Hanoi urban railway project, the Nhon – Hanoi railway station is expected to start construction in 2006 to be completed in 2010. However, it was not until September 2010 that the project officially started. and progress is delayed to 2015. The railway line is 12.5km long with 12 stations, of which 8.5km go on elevated, 4km go underground.
Compared with the total initial investment capital of 18,408 billion VND from 2006, the project is planned to be completed in 2010, so far, after 3 times of capital adjustment and 4 times of delay, the project will cost 34,532 billion VND, progressing to the next stage. It is estimated that the project is 19 years behind schedule, the investment capital increased by more than 16,000 billion VND (equivalent to 87.5%), breaking all records in terms of capital, delaying the progress of projects. transportation infrastructure projects from the past to present.
