“In 2021, the Ministry of Education and Training advises the Government to issue Decree 81 stipulating the tuition fee framework of public educational institutions from the school year 2021-2022 onwards. At the time of preparation for promulgation, the translation was quite complicated, the Ministry proposed and kept the tuition fee for the 2021 – 2022 school year as in 2020 – 2021.“, said Mr. Son.

According to Mr. Son, the tuition fee framework for general education for the school year 2022-2023 has been specified in Decree 81.

From the following years onwards, the local People’s Councils shall base themselves on the specific situation of socio-economic conditions, the rate of increase of the consumer price index, the characteristics of the locality, the actual ability of the people to contribute… to decide on the tuition fee bracket or locally applicable school level for preschool and general education; this level is regulated not to exceed 7.5%/year.

According to the tuition fee schedule, it is expected that by 2025, enough costs will be calculated for the university level, and for preschool and general education, by 2030, the costs will be fully charged. The Decree stipulates the tuition fee frame, the ceiling and the floor, and the localities that stipulate the tuition rate according to the tuition fee bracket.

“This year, although the epidemic has been controlled, the socio-economic recovery still needs time, in many localities, many families are still facing difficulties. Localities announce tuition fees, and universities have different levels of financial autonomy. Deputy Minister Hoang Minh Son added more information.

On May 23, the Ministry of Education and Training sent a request to ministries, branches and localities to direct their affiliated educational institutions to determine tuition rates as well as a roadmap to increase tuition fees in accordance with the specific situation in Vietnam. local communities, sharing difficulties with the people, the ability of the people to contribute.

In addition, the Ministry also strengthens the inspection and inspection of tuition fees collected by educational institutions to ensure that there is absolutely no inflation at the beginning of the school year. The Ministry was also assigned to continue researching to develop a roadmap for adjusting tuition fees, especially comprehensively studying the impact of tuition increases on different subjects, especially students and families. difficult.
