Currently, employees participate in compulsory social insurance, including: people signing contracts of indefinite term, term contracts, and seasonal contracts of 3-12 months; officials and civil servants; foreigners with labor contracts from one year…

According to data from the General Statistics Office and Social Insurance of Vietnam, in the first quarter of 2022, the number of employed workers was 50 million people, but just over 16.4 million people paid social insurance premiums. Not participating in social insurance makes it difficult for most employees to actively cope when their income is reduced or lost due to risks, illness, occupational accidents, old age…

According to Dr. Le Duy Binh, people with income and ability to pay at the threshold subject to personal income tax will have to participate in compulsory social insurance. This group includes owners of individual business households, business managers, managers of cooperatives without salary, etc. Currently, more than 95% of this group does not participate in social insurance.

For a group of freelance workers, especially business partners of firms with a technology background or highly qualified and skilled workers, participation in social insurance is a mandatory condition when entering into contracts. jobs, contracts, experts… More than 98% of the above groups of workers do not participate in social insurance.

At the same time, Dr. Binh said that in order to attract workers to pay social insurance contributions, the insurance industry needs to change its approach towards serving the insured with suitable and diverse products and regimes… With drastic measures taken, the number of people paying social insurance premiums will increase to 23 million in 2023 and 32.4 million in 2030.

From the experience of many countries, ILO experts believe that Vietnam should apply compulsory social insurance for all employees. In fact, for many years, voluntary social insurance growth has been very limited. Specifically, out of 16.4 million people paying social insurance premiums, only about 1.28 million people participate in voluntary insurance.

Dr. Bui Sy Loi, former Deputy Chairman of the National Assembly’s Committee on Social Affairs, said that during the recent outbreak, informal workers were the hardest hit group, but the support received was the lowest. . Therefore, the expansion of social insurance policy coverage to informal workers is to better protect them, especially when facing risks.
