Expelling the Party, Mr. Chu Ngoc Anh, Nguyen Thanh Long, continue administrative discipline

According to a statement from the Party Central Committee Office, on June 6, at the Party Central Committee headquarters, the 13th Party Central Committee held an extraordinary meeting to review and discipline Mr. Chu Ngoc Anh, member of the Central Committee of the Communist Party of Vietnam. Party Central Committee, Deputy Secretary of the Party Committee, Secretary of the Party Personnel Committee, Chairman of the Hanoi People’s Committee, former Secretary of the Party Personnel Committee, former Minister of Science and Technology and Mr. Nguyen Thanh Long, Member of the Party Central Committee , Secretary of the Party Personnel Committee, Minister of Health.

After considering the proposal of the Politburo, based on the content, nature and extent of consequences and causes of the violation; According to the Party’s regulations on disciplining party members who violate, the Party Central Committee decided to execute the Expulsion from the Party with Mr. Chu Ngoc Anh and Nguyen Thanh Long.

The Party Central Committee requested the functional agencies to urgently consider and handle administrative discipline in accordance with regulations for individuals who have been disciplined by the Party.

After disciplining the Party, Mr. Chu Ngoc Anh still holds the position of Chairman of Hanoi People’s Committee. According to the process of disciplining cadres, after disciplining the Party, the competent agencies will take administrative disciplinary steps and the remaining positions will correspond to the level of Party discipline.

Mr. Chu Ngoc Anh was elected Chairman of the Hanoi People’s Council by the Hanoi People’s Council. Therefore, the authority to discipline the next step for Mr. Chu Ngoc Anh will be implemented by the Hanoi People’s Council.

Vice Chairwoman of the Hanoi People’s Council Phung Thi Hong Ha has just signed and promulgated a document convening the thematic session (6th session) of the 16th City Council for the 2021-2026 term. Accordingly, the Standing Committee of the Hanoi People’s Council convened a special meeting to consider and decide on personnel work under the authority of the City Council.

The thematic session opened at 3:30 p.m. on June 7 at the headquarters of the People’s Council and People’s Committee of Hanoi (79 Dinh Tien Hoang, Hoan Kiem District, Hanoi).

Nguyen Thanh Long, after being expelled from the Party, he still holds the position of Health Minister for the 2021-2026 term and a member of the XV National Assembly. According to the disciplinary process, after disciplining the Party, the competent agencies will conduct administrative discipline and the remaining positions will correspond to the level of Party discipline.

The two positions Mr. Long currently holds, namely Health Minister and National Assembly member, are under the jurisdiction of the National Assembly. Therefore, it is expected that the National Assembly will vote to approve the dismissal of the Minister of Health from the position of Minister of Health and the dismissal of Mr. Nguyen Thanh Long as a member of the 15th National Assembly.

The National Assembly is currently in session and there is no such content on the agenda of the meeting. Therefore, according to the process, the National Assembly Standing Committee will meet to add additional content to the session to submit to the National Assembly. After that, the National Assembly will conduct secret ballot to take disciplinary steps against Mr. Nguyen Thanh Long.

Previously, on June 4, under the chairmanship of General Secretary Nguyen Phu Trong, the Politburo held a meeting to review and discipline Mr. Chu Ngoc Anh and Mr. Nguyen Thanh Long.

Accordingly, the Politburo concluded: Mr. Chu Ngoc Anh, Mr. Nguyen Thanh Long “have degraded in political ideology, morality, lifestyle; violate the Party’s regulations and the State’s laws; violate the Regulations on what party members are not allowed to do, the Regulation on responsibility to set an example; causing very serious consequences, causing great loss and waste of the state budget; affecting the prevention and control of the Covid-19 epidemic; causing irritation in society; adversely affect the reputation of party organizations, the Ministry of Science and Technology, the Ministry of Health”.

The Politburo requested the Party Central Committee to consider and discipline Mr. Chu Ngoc Anh and Nguyen Thanh Long. At the 15th session in mid-May, the Central Inspection Committee proposed the Politburo to consider and discipline Mr. Chu Ngoc Anh and Mr. Nguyen Thanh Long.

According to the conclusion of the Central Inspection Committee at its 13th session at the end of March, both of his violations were related to the incident at Viet A Technology Joint Stock Company. Mr. Chu Ngoc Anh and Mr. Nguyen Thanh Long are jointly responsible for the violations and shortcomings of the Party Personnel Committee, the leaders of the Ministry of Science and Technology and the Ministry of Health.

Specifically, with Mr. Chu Ngoc Anh, it was irresponsible, loose leadership, direction, management, lack of inspection, so that some leaders of ministries and units violated the Party’s regulations and State laws in the past. the approval, assignment of implementation organization, contract signing, assessment, acceptance, transfer, management, inspection, supervision, payment and settlement of expenses for implementation of scientific research project on manufacturing biological products Covid-19 test by Military Medical Academy; in communication, certification and reward proposal for Military Medical Academy, Viet A Company and some individuals.

And Mr. Nguyen Thanh Long was identified as irresponsible, loose leadership, direction, management, lack of inspection, so that some leaders of the Ministry and units violated the Party’s regulations and State law in the work. professional assessment, inspection and supervision; licensing and issuance of circulation registration numbers; Price negotiation and procurement of Covid-19 test kits from Viet A.

In addition, the two men are also personally responsible for violations and shortcomings in the performance of their assigned duties and responsibilities.
