“The wrong adjustment of regulations leads to population growth, planning criteria do not meet the Vietnam Construction Standards (QCXDVN) for each project, each planning plot, each planning area and urban area, lack of land for education and schools, lack of green areas, service facilities do not guarantee service radius”, said the Inspector of the Ministry of Construction.
Also according to the inspection agency, the Department of Planning and Architecture approved the total ground, the technical plan was against the regulations. In which, in 19 projects, the construction does not specify the construction boundary, the construction core, violates the construction of the basement as the basis for licensing construction and construction investment. This is a violation of the Construction Law.
In 10 projects, works with incorrect number of floors, 21 projects with basements exceeding the construction limit but not approved by the Hanoi People’s Committee are “beyond authority, violating Decree 39”.
In addition, in 32 construction projects with content violating QCXDVN issued under Decision 682, including: A project on density; 31 projects on green trees (Ly Thai To Primary School, 14 projects on both sides of Le Van Luong Street, 15 projects on both sides of To Huu Street).
The People’s Committee of Ha Dong town and the People’s Committee of Ha Dong district were also named when 6 times adjusted the detailed planning project of the handicraft village of Van Phuc silk weaving village. In which, there are 12 construction permits without construction color content, construction boundaries, construction density, grade of construction cores without basis, three construction permits issued not in accordance with the approved detailed planning, total ground, approved design plan, there are nine construction permits granting tunnels that exceed the construction boundary, two construction permits with incorrect number of floors…
Regarding construction management according to the approved construction planning, the total ground, the approved design plan and the construction permit also have many errors.
Specifically, in 31 projects and works, the investor constructed the wrong plan, wrong total ground, approved design plan, no construction permit, wrong construction permit, wrong design approved.
Notably, according to the inspection agency, the implementation of planning, investment in project construction is not synchronous in terms of infrastructure, technical infrastructure, public services, is not on schedule, violates the Law on Planning. urban areas in 2009, leading to unsafety in terms of environment, landscape architecture and urban residents’ life…
