What does the director of the Heart Institute say about the “blood-sucking volunteer blood donation” case?
“The hospital accepts responsibility for affecting patients, voluntary blood donors and voluntary organizations that have helped patients with heart surgery,” said Mr. Bui Minh Trang.
On the afternoon of June 6, the Department of Health of Ho Chi Minh City had a meeting with the Heart Institute of Ho Chi Minh City to reflect on a person named Hoang Trong An (Business Club, Ho Chi Minh City Red Cross) taking advantage of blood donation. to get money for the patient’s family for heart surgery.
Talking to VietNamNet, Dr. Bui Minh Trang, director of the Heart Institute in Ho Chi Minh City, said that the hospital received a defect because the incident happened.
“The omissions must be acknowledged and rectified, because we are omissions, so people take advantage of them”, Mr. Trang admitted and affirmed that there was no connection or collusion between the medical staff and the above subject to collect money from the patient’s family through blood donation.

According to Dr. BS Bui Minh Trang, when a heart surgery patient needs blood, the hospital will prioritize the donor family by the number of blood units needed. Then the patient does not need to pay the fee for blood use during the surgery. Donated blood from family members will be entered into blood banks, used for other heart surgery patients.
If the patient has no relatives to donate blood, the amount of blood needed in the operation will be taken from the blood bank and must pay the cost of refunding the blood treatment fee according to state regulations.
“For 30 years now, we have been mobilizing patients’ relatives to donate blood to contribute to blood banks. Professionally like that, but there are people who take advantage to take money from the patient’s family, deceive both volunteers and the hospital. Blood donors do volunteer work but are known to receive money from patients.
We couldn’t control this, because the hospital couldn’t make it difficult to verify identity before accepting blood donations,” said Mr. Bui Minh Trang.
The Heart Institute of Ho Chi Minh City confirmed that it will not allow subject An to enter the hospital, and is making statistics and inviting to meet the families of patients who were tricked into spending money to donate blood. Currently, the Department of Health of Ho Chi Minh City is also coordinating with the police agency to clarify.

The director of Ho Chi Minh City Heart Institute said that after the incident, the process of receiving blood donation relatives will be tightened to protect patients as well as volunteers. However, the incident has affected the trust of volunteers and poor patients will be affected first.
Specifically, in 2021, despite the raging epidemic, the Heart Institute still supports 10 billion VND for pediatric heart surgery patients in difficult circumstances. For each surgery, the hospital would like to support about 50-70 million VND, from many charity sources, social organizations, the City Sponsoring Association for poor patients…
“After this incident, philanthropists will certainly stop, patients will also have to wait. Affecting our patients, we have to be responsible and try to be transparent,” said Dr. BS Bui Minh Trang.
Previously, Ho Chi Minh City Tuoi Tre Newspaper published an article “Blood sucking… volunteering to donate blood” at the Heart Institute of Ho Chi Minh City. Under the guise of volunteering, a man named Hoang Trong An created a “script” to bypass both medical staff, blood donors and the families of pediatric heart surgery patients.
According to the above reflection, Mr. An asked the patient’s family to spend money (from 1-2 million) to nourish the blood donor. In fact, this money is not given to the donor. They were only informed that there was a patient who needed blood for heart surgery, so they volunteered to donate blood for charity, following all arrangements of Mr. An.
