In the document released by the White House, Mr. Biden said there were “multiple factors” that threatened America’s ability to produce the necessary amounts of electricity. The president said the nation’s ability to provide adequate electricity is at stake, partly because of the Russia-Ukraine conflict.
“I, Joseph R. Biden, Jr., President of the United States, with the authority vested in the Constitution and laws of the United States, declare a state of emergency regarding threats to the supply of sufficient electrical capacity to meet consumer demand,” the White House statement said.
In particular, to solve this problem, the President exempted import duties for a period of 2 years for “certain types of solar cells and modules” imported from Cambodia, Malaysia, Thailand and Vietnam.
