Who is the man accused of “sucking volunteer blood”?

With a presence for 10 years at the Heart Institute of Ho Chi Minh City, a person named Huynh Trong An has easily moved around in the administrative area, testing department and clinic. Medical staff did not find any suspicious activity of this person.

According to a report of the Heart Institute of Ho Chi Minh City, Mr. Huynh Trong An (about 70 years old) has been doing charity work for more than 10 years as an individual.

According to Mr. An, when a poor child needs surgery, Mr. An helps homeless relatives to stay temporarily and takes them to the hospital for pre-operative tests, and provides money for these children.

During the Covid-19 epidemic in Ho Chi Minh City, Mr. An mobilized his relationships to help provide some free meals for the family members of inpatients and help contact sponsors to support cars to return home when leaving the country. institute. In addition, Mr. An also guided the procedure for some difficult children to ask for help from the hospital.

According to the Heart Institute, with his presence for the past 10 years at the hospital, Mr. An can easily travel to the administrative area, the testing department and the clinic. Because Mr. An works at the City Red Cross, he sometimes mobilizes people to donate blood for pediatric patients (who do not have relatives eligible to donate blood). This became normal, so medical staff did not detect inappropriate employment as reflected in the press.

Recently, the hospital has not recorded any negative feedback from patients and relatives about this person. Notably, Mr. An has a list of many blood donors, especially rare blood types.

“The Heart Institute strongly opposes this act of profiteering, if it happens. The Heart Institute was established with the goal of saving patients and performing charity work,” the report stated.

Initially, through the examination, the Heart Institute said that it has not been determined that there is any connection of the staff of the Heart Institute with Mr. Huynh Trong An. The Heart Institute has shortcomings in managing people who come to charity as well as not doing a good job in informing the patient’s family about not having to pay “retirement costs” for blood donors.

The Heart Institute will conduct a review and seriously handle the relevant individuals and departments in order to immediately prevent similar acts of profiteering.

Also in the report, the Heart Institute stated that in 2021, it supported 169 disadvantaged patients to receive heart surgery and inpatient treatment with a total amount of assistance equivalent to 9.7 billion VND, accounting for 21 .8% of total hospital fees collected. Sources of support from the Alain Carpentier Association, from the Heart Institute and other sponsors, sponsors, organizations, foundations/sponsorships.

Heart surgery is a type of surgery that bleeds heavily, always requires blood transfusions during surgery, and often requires short-term blood storage. Usually, the hospital mobilizes the patient to ask his or her loved one to donate blood.

If the patient does not have relatives eligible to donate blood, the hospital will contact the Blood Bank and request the patient to pay according to the Blood Bank’s bill.

Scheduled surgery is done weekly during the surgery review (except in case of emergency) and funding for poor patients is approved by the hospital’s review board. The procedure for scheduling surgery and funding is not dependent on the blood donation of a relative.

Previously, Ho Chi Minh City Tuoi Tre Newspaper published an article “Blood sucking… volunteering to donate blood” at the Heart Institute of Ho Chi Minh City. Under the guise of volunteering, a person named Huynh Trong An created a “script” to bypass both medical staff, blood donors and the families of pediatric heart surgery patients.

According to the above reflection, Mr. An asked the patient’s family to spend money (from 1-2 million) to nourish the blood donor. In fact, this money is not given to the donor. They were only informed that there was a patient who needed blood for heart surgery, so they volunteered to donate blood for charity, following all arrangements of Mr. An.
