In addition to operating all toll collection activities on VEC’s expressways, Tasco is also responsible for investing in and operating an automatic toll collection system on all 4 expressways VEC is operating for a period of 5 years. The total contract value is more than 694 billion VND (decreased by 369 billion VND compared to the bid value of VEC). Funds are deducted from tolls on expressways.

The progress of installation and operation of automatic toll collection on all expressways managed by VEC must be completed by July 31 at the latest, including expressways: Cau Gie – Ninh Binh, Noi Bai – Lao Cai , Da Nang – Quang Ngai, HCMC – Long Thanh – Dau Giay. Total automatic toll collection lanes is 155 lanes, of which 140 lanes are newly invested by the contractor, 15 lanes invested by VEC on the Cau Gie – Ninh Binh route are handed over to the contractor for operation. After 5 years, the contractor must hand over the entire system to VEC.

VEC Chairman Truong Viet Dong said that the implementation of automatic toll collection on expressways managed by the company to replace manual toll collection is necessary and urgent; ensure convenience for people to travel, reduce congestion at toll stations on peak occasions, holidays, and New Year, and be open and transparent. However, VEC’s implementation of automatic toll collection has encountered difficulties in determining investment capital.

According to Mr. Dong, up to now, the expressways managed by VEC have served more than 297 million turns of vehicles, total revenue of more than 22,600 billion VND, ensuring the capital to pay interest and principal in full.

According to the Prime Minister’s Decision 07/2017, 4 expressways VEC are managing and operating must complete automatic toll collection without stopping in 2018, then extended until the end of 2020. But so far, only 1 highway Cau Gie – Ninh Binh expressway installed and operated 15 automatic toll lanes, the remaining routes could not be deployed due to funding problems. In the latest directive, the Prime Minister requested VEC to complete the installation and operation of automatic toll collection on all expressways by July 31 at the latest.
