Regarding the textbook shelves raised by many delegates to question Finance Minister Ho Duc Phuc, Education and Training Minister Nguyen Kim Son discussed further in the working session this morning (June 8). Minister Nguyen Kim Son said that the Ministry of Education and Training and the Ministry of Finance worked together and proposed a plan to stabilize textbook prices.

“In the nearest time, the Ministry of Education and Training and the Ministry of Finance will carry out necessary procedures to submit to the Government and the National Assembly for a stable and long-term solution to the problem of textbook prices. Regarding the state management function of the Ministry. Education and Training, the Ministry is compiling a new circular on the specifications and standards of books to be more suitable with the current situation, contributing to the impact on the bookshelf. We will try to do it quickly.”said Minister Nguyen Kim Son.

When textbooks have not been included in the Law on Prices, the state has no basis to compensate and stabilize prices. In the current situation, state management agencies are only allowed to set the price bracket, the decision of the selling price is up to businesses, production and publishing units.

This issue was also explained by Minister of Finance Ho Duc Phuc in the question and answer session this morning.

“The requirement for businesses to reduce costs, reduce intermediaries, reduce issuance costs, and implement healthy competition, we have been doing. However, we have only done this with Education Publishing House, a business owned by the Ministry of Education and Trainingmanage. Currently, there are 5 units working on compiling, publishing and distributing textbooks. With other units, influencing and directing is somewhat more difficult”, The Minister of Education and Training discussed further.
