On June 4, receiving news that a young man repeatedly forced motorbikes, groped girls and women on the street, the Criminal Police Team of Dong Hoi City police intervened. After 48 hours of searching, authorities identified Cuong as a suspect.
According to the testimony, on June 3, Cuong rode a motorbike from Hanoi to Da Nang. Along Highway 1A, he touched the breasts of dozens of women.

Initially, the police determined that in Quang Binh and Cuong caused 10 cases in Quang Trach district, Bo Trach district, Quang Ninh district, Dong Hoi city. Among the victims were people under 16 years old.
Cuong was arrested on his way from Da Nang to Hanoi.
