When reaching a certain age, citizens must carry out the procedure to change a new CCCD card. According to current regulations, all citizens who change their old ID card and barcode CCCD will all be replaced with a chip-mounted CCCD. However, a chip-on CCCD card is not valid for a lifetime.

Term of Citizen ID with chip

According to the provisions of the Law on Citizen Identification 2014, the Ministry of Public Security has issued a model of a CCCD card with a chip with an expiration date according to the principles of Article 21 of the Law on CCCD 2014 as follows:

– CCCD card must be changed when the citizen is full 25 years old, full 40 years old and full 60 years old.

– In case a citizen identification card is issued, changed or re-issued within 2 years before the age specified above, it will still be valid until the next age of card change.

Accordingly, every citizen who reaches the prescribed age at the milestones of 25, 40 and 60 years old must change CCCD. There is also an expiration date on the front of the card. So people can easily observe to change at the specified time.

On the other hand, according to Clause 2, Article 3, Circular No. 06/2021 of the Ministry of Public Security stipulating that the front side of the CCCD card has the date of use until which date. Therefore, to know if the CCCD card is still valid or not, people can rely on the expiration date written on the front of the CCCD card or based on their own age to determine.

Some special cases

If a citizen gets a CCCD card with a chip at the age of 24, the CCCD card with this chip is valid until the citizen is 40 years old.

If in the case that a citizen working for a CCCD with a chip is full 60 years old, by the time of card issuance, the card’s validity is for life. That is, citizens can use it until they lose it without having to change the card again, unless the card is lost, or damaged, etc.

Citizens who work CCCD chips when they reach the age of 58 can also use the card until they die, without having to change the card at the age of 60.

Citizens over 60 years old who are using barcode CCCD can continue to use until their death, without having to change to chip CCCD.

The expiry date of a bar-coded citizen identification card previously issued in accordance with the provisions of Article 4 of Circular 06/2021/TT-BCA and the Law on Citizenship Identification 2014 stipulates that:

– ID card, CCCD bar code issued before the locality deploys the issuance of CCCD card with chip, it is still valid until the expiry date.

Therefore, people who have ID cards and CCCDs issued according to the old form, if they have not expired, are not required to change to CCCD with chip.

What is the penalty for not changing CCCD when it expires?

According to Point b, Clause 1, Article 10 of Decree 144/2021/ND-CP and Article 23 of the Law on Citizenship Identity 2014, from 2022, failure to change CCCD upon expiration will result in a warning or a fine of from VND 300,000 up to 500,000 VND.
