Although, Ho Chi Minh City has twice postponed the time to deploy the port infrastructure fee collection and started to collect the fee from April 1, 2022, but at present, the production and business activities of enterprise is facing many difficulties due to the impact of the COVID-19 epidemic and many other factors in the country and the world. Therefore, many businesses and associations have proposed to collect fees for seaport infrastructure in Ho Chi Minh City.

Accordingly, the ministries and agencies requested Ho Chi Minh City to pay attention to a number of contents about the rates and subjects of fees for seaport infrastructure.

Specifically, the regulation of different fees for goods with declarations opened in Ho Chi Minh City and goods with declarations in other localities should ensure the principles of fairness, transparency, equality in rights and obligations. citizen services in accordance with the Law on Fees and Charges; review the collection rate of goods temporarily imported for re-export, goods in transit, goods transshipped;

At the same time, review the conformity with international commitments and treaties to which Vietnam is a member, including the Agreement between the Government of Vietnam and the Government of Cambodia on water transport;

Consider adjusting the reasonable toll rates for imported and exported goods transported by inland waterways according to Directive No. 37/CT-TTG dated September 19, 2020 of the Prime Minister on promoting promote the development of inland waterway transport and coastal transportation by means of inland waterways.

Deputy Prime Minister Le Minh Khai asked the People’s Committee of Ho Chi Minh City to study and absorb the opinions of ministries and agencies, and soon submit them to the City People’s Council for consideration and adjustment in July 2022.

At the same time, strengthen the work of information, propaganda and explanation to businesses, associations and relevant agencies to create consensus when collecting fees for seaport infrastructure in Ho Chi Minh City.

The Government assigned the Ministry of Finance to assume the prime responsibility for, and coordinate with concerned ministries and branches in, monitoring the situation of organizing the adjustment of fees for seaport infrastructure in Ho Chi Minh City by the People’s Committee of Ho Chi Minh City, and reporting to the Prime Minister for consideration. review and direct.
