Returning to live in the resettlement area of Bo Koi village since the beginning of 2019, Truong Van Ban’s family often cooks raw rice, the air conditioner cannot be used due to weak electricity. “When my family built a house, this area had a transformer station, but it was not switched on. To pull electricity from other places, the family spent nearly 7 million VND including the cost of electric wires and bamboo trees to fight against electricity. However, the line is 2 km away, is of a small type, so it is not safe in every rainy and stormy season,” said Mr. Ban.

About 50 meters from Mr. Ban’s house, Mr. Ha Van Ninh’s family is building a house. Mr. Ninh said that the households here have repeatedly complained to the People’s Committee of Van Don district about the lack of electricity, but it has not been resolved. “Because there is no electricity from the grid, I have to rent a generator to serve the construction, which costs tens of millions of dong every month, which is very expensive,” said Mr. Ninh.
Mr. Ban and Mr. Ninh’s household as well as 20 other households had previously acquired land for the Van Don International Airport project. At the end of 2015, 22 households handed over their land for the project. From 2017, households in turn were drawn to receive land in the resettlement area of Bo Koi village.
At the end of 2017, people came here to build houses to live, but they were not supplied with electricity, although at this time the transformer station here was switched on. Since then, the electrical system has been abandoned.

Explaining this, Mr. Do Duc Anh, Electricity Director of Van Don district, said that the project investor is the Project Management Board of Van Don district. Up to now, the investor has not handed over the property to the electricity industry, and the customer has not yet had an asset code of the industry, so electricity has not been sold. The process of handing over assets for budget capital is that the investor must submit it to the Quang Ninh Department of Industry and Trade for this Department to consult the Ministry of Industry and Trade to hand over the property to the Vietnam Electricity Group.
Mr. Ly Van Khuong, Chief of Office of Van Don District People’s Committee, said that the district had reported the incident to the Provincial People’s Committee to have a plan to temporarily supply electricity to people.
