Mr. Rasmussen is the former prime minister of Denmark (2001-2009) who was responsible for the country’s tax reform and deregulation. He became NATO leader at a time when the alliance was undergoing its own transformation, focusing on innovative warfare that includes economic and cyber-security methods.

NATO’s operational activity has declined significantly when Rasmussen has led NATO, as he has primarily focused on rethinking the alliance’s methodology and strategy.

However, Mr. Rasmussen showed great interest in Ukraine’s security interests, having visited Kiev several times after he stepped down as NATO secretary-general.
