Freelance candidates still get regional priority points

In the draft Regulation on enrollment in 2022, the Ministry of Education and Training intends to remove the priority plus points for free candidates. However, after receiving comments, in the official Regulations, the Ministry stipulates that from 2023, candidates are entitled to the regional priority policy as prescribed in the year of graduating from high school (or intermediate) and next year.

With this regulation, each candidate can only enjoy regional priority policy for 2 years (graduation year and next year).

In addition, the Ministry of Education and Training also issued a regulation that priority points (including regional and object priorities) will decrease linearly from 2023.

Accordingly, priority points for candidates with a total score of 22.5 or higher (when converted to a 10-point scale and a maximum total of 3 points of 30) is determined by the following formula:

Priority points = [(30 – Tổng điểm đạt được)/7,5] x Priority score level (area and object).

Thus, for candidates with 22.5 points or less, priority points will remain the same. And from 22.5 points or more/combination of 3 subjects will decrease linearly. For example, a candidate in subject 1 and priority area 1 (maximum priority score is 2.75 points) gets 23 points, priority points will be calculated: [(30 – 23)/7,5] x 2.75= 2.56. If this candidate gets 30 points, the priority will be 0.

Candidates are not required to confirm admission earlier than the general regulations

A number of other new points that have also been introduced by the Ministry of Education and Training in the draft are also officially stipulated in the Regulations, such as the change or addition of the method or combination of admissions, which must have a basis and a reasonable schedule; do not reduce the target allocation ratio of a method or combination used in the previous year by more than 30% (in the target structure of the sector or training program) unless such change or addition has already occurred. announced at least 1 year prior to the time of registration opening.

The training institution is responsible for explaining the scientific and practical bases in determining enrollment methods, admission selection methods, recruitment selection combinations and allocation of enrollment quotas; which is based on analysis, evaluation and comparison of the academic results of the admitted students every year.

On the other hand, for the general virtual filtering problem, this year the Ministry stipulates that all admission methods must be virtualized during the first enrollment. Therefore, the Ministry has very specific regulations on the content related to this issue so that candidates can feel secure in the examination.

The training institution plans to consider early admission for a number of enrollment methods, and organizes for candidates to register online or in person at the training institution.

The training institution conducts the admission process for candidates who have completed the application process, but may not require candidates to confirm their admission earlier than the generally planned schedule. The training institution publishes and uploads the list of eligible candidates for admission (except for high school graduation requirements) to the system to process the aspirations along with other admission methods according to the general plan, completed before the completion of the program. Candidates register for admission on the system.

Candidates who have applied for admission to a training institution according to the early enrollment plan by separate enrollment methods must continue to register their aspirations on the system according to the general plan of the Ministry of Education and Training.

In case candidates have been notified by the training institution that they are eligible for admission (except for high school graduation requirements) of a certain aspiration, the candidates themselves decide to set the priority order of aspirations when registering on the system. (depending on whether the candidate wants to be recognized for that aspiration or wants to expand the chance of being admitted to another aspiration).

In case candidates are not eligible to enroll in a desired training program, candidates can still register for that training by other enrollment methods on the system.

The Ministry of Education and Training supports the organization of registration for the first round of formal training for all enrollment methods of training institutions. The registration period begins after the high school graduation exam and ends after the exam results and high school graduation consideration.

Particularly, candidates who are admitted directly can confirm their admission early (when eligible), or according to the general plan like other candidates; Training institutions may not require candidates to confirm admission earlier than the generally planned schedule.

Directly admitted candidates who have not yet confirmed their admission can still use the right to apply for admission on the general system to have more chances of being admitted like other candidates.
